The Fukuoka-Maebaru Road (Nishi-Kyushu Expressway, National Route 497) runs through the city. It is 14.2 km of four-lane road from Jurokucho in Nishi Ward, Fukuoka City to Higashi in Itoshima City. In 2001 it was joined to the Fukuoka Urban Expressway, which brought Tenjin to Maebaru down to 30 minutes.

Only 7 are under ¥10,000,000, 18 are under ¥15,000,000, and exactly half — 91 — are under ¥30,000,000. Take them as the prices of a city whose population is growing. This is not a place to buy a cheap house and trade up; it is a place to live near the sea and the hills within commuting distance of Fukuoka City.

The cheap listings come up in Shima and in the hills. The cheapest, ¥3,500,000 (Shima Kishi, built 1986, land 87.55 square metres), and the dearest, ¥180,000,000 (Shima Nogita, built 1999, land 1,051 square metres), are both in the Shima district. A spread of 50 times within one district is characteristic of Itoshima: whether the sea is in view, whether the road is wide, whether the mains sewer reaches the plot — each changes the price completely.

The 2005 earthquake was caused by the north-western section of the Kego fault zone. It is the south-eastern section that has not yet moved. The national Headquarters for Earthquake Research Promotion evaluates the Kego fault zone in two sections, north-western and south-eastern.

The north-western section (on the seabed side of Hakata Bay) — around M7.0. Its most recent activity was the Fukuoka Prefecture Western Offshore Earthquake of 2005, and the assessment is that "the likelihood of a similar earthquake occurring in the very near future is low".

The south-eastern section (from central Fukuoka City towards Chikushino) — around M7.2, with a 0.3–6% chance of occurring within 30 years. The national assessment says that "taking the upper end of that range, it belongs to the higher group among the major active faults in Japan". The average interval between events is about 3,100–5,500 years, and the most recent was about 4,300–3,400 years ago. It adds that "it has also been pointed out that the 2005 activity of the north-western section has raised the likelihood of an earthquake in the south-eastern section, and this needs to be borne in mind".

What would happen to Itoshima City if that earthquake struck has been estimated by the prefecture. For the south-eastern Kego fault (M7.2): 2,211 wooden buildings completely destroyed and 1,124 half destroyed in the city, 137 dead, 2,098 injured and 4,349 people displaced. This is the largest damage estimate there is for Itoshima City. There is one more fault zone, and it runs through Itoshima City itself. The city's plan puts it like this: "As for the 'Hinatatoge–Ogasagitoge fault zone', which has been confirmed to extend from Daimon in this city to the vicinity of Tosu City in Saga Prefecture, no detailed analysis has been carried out by the state and no major earthquake damage has been confirmed in the past; once further surveys have progressed, the damage estimate will be set out in the plan when it is revised".

In other words, a fault zone crosses Itoshima City diagonally, and its share of the damage is not yet in the figures above. The city says so itself. 77.8% of the homes in the city meet current earthquake standards

On the city's estimate, 77.8% of all homes in Itoshima City meet current earthquake standards. Turned round, that means one house in five does not. If you are buying a wooden detached house built on or before 31 May 1981 (Showa 56), the order to follow is an earthquake assessment first, then a retrofit using the city grant — and in Itoshima that order is properly provided for as a scheme (§8).

There are 14 rivers, and a tsunami caution zone has been designated

14 rivers in Itoshima City have designated flood inundation zones. They are the Zuibaiji river system (Zuibaiji, Shusenji, Kawabaru, Shioi and Akasaki rivers), the Raizan river system (Raizan, Nagano, Hatsu, Sakurai and Kawatsuki rivers), and the Ikisan, Kamo, Fukuyoshi and Higashi rivers. For the Zuibaiji and the Raizan, the duration of inundation and the "zone where houses may collapse or be swept away in a flood" have also been published (published 26 May, Reiwa 5). On the sea side, Fukuoka Prefecture published its tsunami inundation assumptions on 18 February, Heisei 28 and designated tsunami disaster caution zones on 31 July, Heisei 30. For a property inside one of those zones, the estate agent is legally obliged to explain this as a material point. Storm-surge inundation zones (published 30 March, Heisei 30) and landslide (special) caution zones (published 24 May, Reiwa 6) can also be layered over the city's web map, address by address.

Here is what those figures mean in daily life.

Summer nights. Itoshima has 20.8 tropical nights a year; Fukuoka City has 38.7. That is 18 fewer nights a year on which it is hard to sleep than in the city. The land lies between the sea and the hills, and at night the air drains from the land out to sea. Extremely hot days are half Fukuoka City's figure (4.3 days), fewer than Tokyo's (4.8). Summer in Itoshima is hot by day and drops at night — that is the main difference from Fukuoka City.

Winter mornings. In exchange, winter days (mornings whose low falls below 0°C) number 17.4 a year, against 2.5 in Fukuoka City. It is the same cause: radiative cooling works well here. Think of it as a winter with four or five mornings a month on which the windscreen is frozen. Days below freezing all day number 0.0, so it is only the mornings.

Snow. The Maebaru AMeDAS does not observe snow, so taking the Fukuoka District figures, total snowfall in a year is 2 cm and the deepest snow cover is also 2 cm. A few days a year, a light dusting. Winter tyres are not essential in the town. The hills of Raizan and Shiraito (200–320 m) and the roads over the Sefuri mountains are another matter: when it rains in the town, it snows on the hill side. If you choose a house in the hills, budget for winter tyres.

Rain. Of the 1,701.0 mm a year, the rainy season takes the largest share, with 243 mm in June and 294 mm in July. The 14 rivers in §5 are the other half of that story. Itoshima City belongs to the same "Fukuoka and Itoshima" secondary medical area as Fukuoka City. The area has 4 tertiary emergency centres — Saiseikai Fukuoka General Hospital, Fukuoka University Hospital, Kyushu University Hospital and NHO Kyushu Medical Center — and all of them are in Fukuoka City. Across the area as a whole there are 42 designated emergency institutions and 45 hospitals in the on-call rota. What is completed inside the city is primary emergency care (holidays and nights) and secondary emergency care. For a city of 100,000 people, it takes the full benefit of having a government-ordinance city next door.

Shopping — it is concentrated in the town centre at Maebaru

The supermarkets are concentrated in the built-up part of Maebaru, around Urashi, Kamiari and Oginoura. Sunny Maebaru (Urashi 1-7-7, open 24 hours), Sunny Kafuri (Kamiarinishi 1-2-6, open 24 hours), MaxValu Maebaru (Urashi 1-5-2, open 24 hours), Trial Itoshima Oginoura (Oginoura 4-9-3), Foodway Maebaru and others. Having three shops open 24 hours is generous for a city of 100,000. On the other hand, there is no large store on the Shima peninsula or in the western half of Nijo. Living in Shima or Nijo means the big shop is 15 to 25 minutes by car to Maebaru. Where you do your everyday shopping is settled at the point when you choose a district.

What is emergency medical care like in Itoshima?

Itoshima City is in the same "Fukuoka and Itoshima" secondary medical area as Fukuoka City, and the area's 4 tertiary emergency centres are all in Fukuoka City. What is completed inside the city is primary and secondary emergency care, taking the full benefit of having a government-ordinance city next door.

The first thing to check is whether the mains sewer reaches the plot. Wastewater in Itoshima City is handled by 1 public sewerage district, 1 specified environmental conservation public sewerage district, 7 agricultural community wastewater districts (303.6 ha) and 1 fishing community wastewater district (Himeshima, 6.0 ha), with everything else in the combined septic tank area.

The city's plan expects that even in fiscal Reiwa 27, 22,062 people will still be served by combined septic tanks (against 83,290 on the public sewer). In other words, the settlements on the hill side and the sea side will go on relying on septic tanks. A septic tank costs money every year for the statutory annual inspection, maintenance and cleaning, and a failure means a replacement costing several hundred thousand yen. The city's own account of where it stands, in its population vision, comes down to two points: "families with children are moving in, mainly to the built-up areas, and the population under 15 is on an upward trend, but the number of births is falling year by year", and "there is an extreme net outflow of the generation leaving for higher education and work" — the pattern of leaving after high school for a university in Fukuoka City or beyond, and taking a job there. In other words, Itoshima's growth is not that more people are being born; it is that households in their thirties and older are moving in. Seen from the side of someone moving there, it is also a place with a lot of people who came the same way.

The city's target for future population is about 104,000 in 2030 and about 100,000 in 2045. The city sets out those figures as its "future outlook", allowing for natural and social increase. Having reached 100,674 in the Reiwa 7 census, it is already within reach of the 2030 target.

In the 2024 report of the Population Strategy Council, Itoshima City is classed "D-②" — it is not among the municipalities identified as at risk of disappearing. The fall in the female population aged 20 to 39 between 2020 and 2050 comes to ▼21.3%, well under the 50% used as the marker of that risk. What starts to matter once the house and the commute are settled is the subject of this chapter. Itoshima is made up of 16 school catchments and 164 administrative districts (neighbourhood associations), and the district you live in changes the fee, the events and the duties. Many districts say only that there is one, and you ask the district itself for the amount. The officers differ from district to district as well, and the roles that come round to you include district head, deputy head, treasurer, sports officer, road safety officer, environment officer, farming head, councillor and block head. Summer festivals, Bon dances, mochi pounding, clean-ups, sports days — what is in them differs a great deal by district. Some, like the Oginoura district, have "close to 100 people at the mochi pounding"; others, like Himeshima, have "the youth group and the children's association carrying the portable shrine at the Gion festival in July". Seen from the point of view of someone living there, Itoshima is "inside a tourist destination". Sakurai Futamigaura, Keya no Oto, the Shiraito Falls — Itoshima is also a place the Fukuoka conurbation comes to for the day. The city writes plainly on its official site about what that causes.

"In recent years, noise, scattered litter, bad driving manners and the like have come to threaten the quiet lives of residents" and "local people welcome visitors, but voices have also been raised worrying that the increase in visitors will break up the quiet life" (Itoshima City, "Welcome to Itoshima — a request to our visitors").

What the city asks of visitors is to drive slowly in residential areas and on narrow roads, not to turn round on private property without permission, and not to get in the way of farming, forestry and fishing work. Turned round, that means these things are happening. At weekends and on public holidays, the coast road in Shima and the road to the Shiraito Falls get busy. The city and the tourism association run a "congestion easing challenge" at the Shiraito Falls, spreading the load by bus.

If you are buying a house with a sea view in Shima, go once on a fine holiday afternoon rather than on a weekday. What you see that day is the busiest face of that house's daily life. Some things appear neither in the property particulars nor on the city's tourism pages, yet come round every year once you live there. In Itoshima, three of them can be confirmed from primary sources.

Wild boar — the city catches 1,400 to 1,900 a year

Damage to crops in Itoshima City came to about ¥19,700,000 in fiscal Reiwa 4. Of that, wild boar account for ¥18,230,000, roughly nine tenths. The area damaged by boar alone was 9.80 ha. The city writes that they have "bred throughout Itoshima City, with serious damage especially in the mountainous parts and on the islands".

The city's fencing grant is for "farmers". For someone who moves here and keeps a kitchen garden, that is the dividing line. In the hills (Raizan and Shiraito), in Nijo, and in houses backing onto fields in Shima, assume you will need wire mesh or an electric fence. The city's schemes work like this.

Loan of protective fencing — a scheme that lets you put up wire mesh or an electric fence at a reduced cost. It needs a joint application by 3 or more farming households (3 or more within an administrative district is enough), and it is open only to farmers (the landowner, or a cultivator holding a right of use). Because it draws on a national grant, it takes about a year from request to delivery (requests are surveyed each January, distributed the following December or January, and installed by the end of February). Once fencing has been installed on a plot, no fresh application can be made for the service life of 14 years for wire mesh or 8 years for an electric fence.

Grant towards buying an electric fence — a third of the cost, up to ¥50,000. It is open to farmers living in the city with annual sales of ¥500,000 or more. Land cultivated for one's own consumption is expressly excluded. Applications go to a branch of JA Itoshima.

Loan of box traps — for boar and monkeys, up to 2 per administrative district. The city sets them and takes the animals, while baiting and checking are done by the administrative district (speak to the district head or the farming head). Small box traps for badgers, raccoons and weasels are lent to individuals as well, and you dispose of what you catch yourself. There is also a grant of 50% towards buying scaring cartridges.

What the city says to do if you meet one. Wild boar are quiet by nature and run when they see a person. But they turn aggressive in the rut (late autumn into winter) and after giving birth, and a raised mane or a "shoo" or "kakkakka" sound is a threat. Back away slowly without turning your back. As for monkeys, those that appear in housing areas are usually passing through, so leave them alone. They will open a door or a window themselves to get at offerings on the family altar or at the kitchen, so keep things shut — that is the city's advice.

Put the other way round, on the estates by the stations at Hatae and Misakigaoka, almost none of this applies. Within the same city, what comes round every year changes with the district. There is an industrial waste disposal site in the city

Across the whole of Fukuoka Prefecture there are 13 operators licensed by the governor for the final disposal of industrial waste (as at the end of March, Reiwa 8). One of them is at Takasu in Itoshima City — the stable-type final disposal site of Kaizu Jyuki Co., Ltd. (Takasu, Uto; a stable-type site is one that landfills materials whose properties are stable, such as rubble, scrap metal, waste plastics, glass and ceramics, and rubber). There are also intermediate treatment facilities in the city at Takasu, Shima Matsuguma and Iibaru (sorting, crushing, compaction and baling, and fermentation). If you are looking at land in the Ito district (Takasu) or around Shima Matsuguma, check where the facilities are on the prefecture's register before you go, and you will get a real sense of the distances.

There is a large employer at the eastern edge of the city

On the eastern boundary of Itoshima City is the Ito Campus of Kyushu University. It is a 272 ha site straddling Nishi Ward in Fukuoka City and Itoshima City, about 3 km east to west and 2.5 km north to south, with about 19,000 people using it. Kyushu University consolidated and moved here between 2005 and 2018.
