“The plain in the south” and “the hills in the north” are two different marketsPublished residential land stands at ¥293,500/m², a higher level than any other area on this site (§9). The median second-hand house, at ¥34,900,000, is also among the highest on this site. But it splits in twoHoncho ¥43,800,000, Koto ¥40,800,000 and Kawaraki ¥39,800,000 in the south against Shiose ¥19,990,000 and Yamaguchi ¥20,800,000 above 200 metres in the north (§2). In the north the median plot is 195 to 206 m², roomy; against Kawaraki’s 65 m² and Naruo’s 70 m² in the south, you are buying something entirely different.

And Nishinomiya is a city that took what it calls a “devastating blow” in the Great Hanshin-Awaji Earthquake of 17 January Heisei 7 (§1).

What this number means, and what you do next

How much it shakes is the value for the ground under the city hall43.0% for shindo 6-lower or above in 30 years is lower than Amagasaki City (50.2%) and far higher than Toyonaka City (11.3%). The city hall stands on back marsh with AVS30 158.77 m/s, and the softer the ground, the harder it shakes. But this is the value for a single cell under the city hall, and the houses on the market in the city run from minus 0.5 m to 428.9 m (§2). Do not read it as a figure for the city as a whole. The city has a grant towards guarding against floodingNishinomiya offers a grant towards fitting flood barriers. That such a grant exists also tells you there are places that need one. From 1 January Reiwa 8 (2026), medical care from birth to the end of the third year of upper secondary school became free, outpatient and inpatient alike, with no age or income test. That is the most generous arrangement of any town covered on this site. The schools are 40 municipal primary schools, 19 municipal lower secondary schools and 1 municipal compulsory-education school. Children’s medical care is free to the end of upper secondary school

The city puts it like this — “from 1 January Reiwa 8, for children up to the upper-secondary age group, the patient’s share (outpatient and inpatient) became free, with no age or income test”. It covers ages 0 to the end of the third year of upper secondary school (the first 31 March after a child turns 18; children not attending an upper secondary school are covered too). Up to 31 December Reiwa 7, the upper-secondary age group, and those aged 1 to the third year of lower secondary school whose household was above the income threshold (the “specified band”), paid ¥800 a day per medical institution for outpatient care (for up to 2 visits a month, free from the 3rd). That was made entirely free in January 2026.

Duty doctors in the city cover holidays and nightsToday’s duty doctors (surgery, obstetrics and gynaecology, paediatrics, internal medicine) are published by the Nishinomiya Medical Association, and the hours are weekdays 18:00 to 8:00 the next morning, Saturdays 12:00 to 8:00, and Sundays, public holidays and the New Year period (29 December to 3 January) 8:00 to 8:00. Always telephone to check before you go. The Nishinomiya Emergency Clinic (paediatrics and internal medicine / Ikeda-cho 13-3, ground floor of the Hello Work building / 0798-32-0021) opens weekdays 20:30–23:30, Saturdays 17:00–23:30, and Sundays, public holidays and the New Year period 9:00–14:00 and 17:00–23:30. No appointment is needed, but the number of patients it can take is limited.
Late at night, and when you are not sureThe Hanshin-Kita Wide-Area Children’s Emergency Centre telephone advice line (072-770-9981) runs every day from 0:00 to 6:30. It is for people living in Nishinomiya, Itami, Takarazuka, Kawanishi and Inagawa, and nurses at the children’s emergency centre answer. When you are not sure whether to call an ambulance, there is “Kyukyu Anshin Centre Hyogo” on #7119 (078-331-7119 if that does not connect), 24 hours a day, 365 days a year. Schools — what “a city of learning and housing” means

In the city’s account, Nishinomiya has 40 municipal and 2 private primary schools, 19 municipal and 7 private lower secondary schools, and 1 municipal compulsory-education school. For upper secondary there are 2 municipal, 7 prefectural and 7 private schools; for higher education 6 private universities and 4 private junior colleges; and 21 municipal kindergartens (8 of them currently closed) and 38 private kindergartens (7 of which are kindergarten-type certified children’s centres). Ten universities and junior colleges in one city — that is what the phrase “a city of learning and housing” (§1) amounts to.
