How long does it take from Onomichi to Tokyo or Osaka?

Before you buy, check just three things about the land.

1. Can a car reach the house? The 20 properties in the hillside town spread from 2.0 metres to 118.3 metres above sea level. On the southern slopes of the three hills there are houses reached only by stone steps and alleys. The NPO Onomichi Akiya Saisei Project writes of the bank's coverage that "properties on the flat may also be registered - in Higashigosho-cho, Tsuchido 1 and 2-chome, Toyohimoto-machi, Kubo 1 to 3-chome and Ozakihon-machi - except for vacant houses fronting National Route 2, the city's Hondori road and other roads a car can drive through" — which is to say that what comes onto the bank is mostly houses where a car cannot drive through. Moving furniture in, taking rubbish out, an ambulance, a roof repair — it matters both every day and on the day it counts.

2. Is it inside a sediment-disaster area? Onomichi City has 2,971 sediment-disaster warning areas, and 2,854 of them (96.1%) are special warning areas, the red zones (as of 27 August 2026). They break down into 2,025 for steep-slope collapse, 940 for debris flow and 6 for landslide. In a special warning area there are limits on how a building may be built, and extensions need permission. Once you have an address, put it on the map on Hiroshima Prefecture's "Sediment Disaster Portal" and check (§5).

3. If it is on an island, will you commute by boat or by bridge? Mukaishima is 5 minutes by ferry, ¥3,600 a month for a commuter pass. Innoshima and Ikuchijima are 25 to 40 minutes by car, plus the Shimanami Kaido toll. Urasaki-cho is joined to land, but you cannot reach the rest of the city without passing through Fukuyama City. On the day you go to see a property, make the round trip to city hall or the station the way you would every day — that is the surest test. There are two things to look at first in Onomichi — sediment disaster on the mountain side, and the Nankai Trough earthquake on the sea side. The hillside town and the islands both touch mountain and sea.

Hiroshima is one of the prefectures with the most sediment-disaster warning areas in Japan, and within it Onomichi City comes after Fukuyama City (3,672) and Mihara City (3,057). A large number also means the prefecture has surveyed carefully and kept designating. What matters is not how many the city has, but whether your address is one of them. CHAPTER 06What summer and winter are like

The first thing to know about Onomichi is how little it rains. The year brings 1,138.3 mm (Tokyo has 1,598.2 mm) — 460 mm less than Tokyo. The Seto Inland Sea coast lies between the Chugoku and Shikoku mountains, where rain clouds struggle to reach. Days with snow on the ground in winter can be counted on your fingers, and even in neighbouring Fukuyama the normal maximum snow depth is 2 cm. In exchange, the summers get hot.

Winters are milder on the islandsThe January daily low is 1.6°C on Ikuchijima against 0.0°C in Fukuyama — 1.6°C higher on the island. Being surrounded by sea takes the edge off the morning cold. Heating is needed from about December to March, and the cost of kerosene or air conditioning is far lighter here than in snow country.

Some summer days are hotter than TokyoThe August daily high is 32.8°C in Fukuyama and 31.9°C on Ikuchijima, above Tokyo's 31.3°C. Summers on the Inland Sea are clear with little wind, so the middle of the day gets properly hot. Up on the slope the air moves, and it can be easier than on the flat — which is part of why merchants built the villas known as saen on Onomichi's hillsides.

Because rain is scarce, water has long been looked after1,138.3 mm a year is 71% of Tokyo's. Reservoirs and irrigation channels developed early around the Inland Sea, and the terraced citrus groves are a product of this climate too. Ikuchijima's lemons became the largest crop in Japan for reasons connected to little rain and plenty of sun (§13).

June and July are the months it really fallsIkuchijima has 172.3 mm in June and 177.6 mm in July, three tenths of the year in two months. This is a city with 2,971 sediment-disaster warning areas (§5), so in the week you move in, find out where you would go in the rainy season and the typhoon season.

Onomichi City runs two hospitals of its own — Onomichi Municipal Hospital (in the built-up area) and Mitsugi General Hospital (Mitsugi-cho Ichi 124). There are also the Onomichi Municipal Night Emergency Clinic and the Setoda clinic attached to the municipal hospital. The built-up area, the northern satoyama and Ikuchijima each have a municipal medical base.

Shopping and getting to a doctor take a different shape depending on which area you live in. The flat city area (53,333 people, 43.3% of the city) has the supermarkets, the schools and the hospitals all on level ground, with JR Onomichi and Higashi-Onomichi stations. Mukaishima (20,199 people) reaches the shops and hospitals of the built-up area in a 5-minute ferry ride. Innoshima (19,798) and Ikuchijima (7,172) have shops and clinics on the island, and the larger hospitals are on the mainland or in Mihara and Imabari. The northern satoyama (9,283) has Mitsugi General Hospital and the Crossroad Mitsugi roadside station. It is not "islands are inconvenient" - the answer changes with which island. That is what living in Onomichi is like.

Are there hospitals and schools in Onomichi?

There are 11 hospitals with 1,734 beds, and the city runs two of them itself (Onomichi Municipal Hospital and Mitsugi General Hospital). There are 22 primary schools, 16 lower secondary schools and 8 upper secondary schools, plus Onomichi City University (1,388 students).

CHAPTER 08What it costs you every year after you buy

The cost that sets Onomichi apart is crossing the water. The ferry is ¥100 a ride, and a monthly commuter pass ¥3,600 (¥43,200 a year). Using the bridges of the Shimanami Kaido by car means tolls, and the mayor's policy goals state: "We will work with the national and prefectural governments to reduce the burden of expressway (Shimanami Kaido) tolls (considering an expansion of the city's own support)".

🔴 Onomichi has a full set of schemes that give money back after you buy. For a vacant house registered with one of the city's four vacant-house banks — two thirds of the cost of renovation (up to ¥300,000), and half the cost of clearing and cleaning out the contents (up to ¥200,000). Households with children and young couples buying or renovating a second-hand house get half the cost (up to ¥300,000 for existing residents, ¥500,000 for households moving in from outside the city, plus ¥100,000 more if living with or near parents). Renovating a vacant house to live in inside the priority zone of the historic-landscape plan (the hillside town) brings two thirds under the vacant-house regeneration grant (up to ¥300,000). Building new and living with or near parents brings a flat ¥300,000. What does it cost every year once you have bought?

What sets Onomichi apart is the cost of crossing the water. A monthly ferry commuter pass is ¥3,600 (¥43,200 a year). Children's medical costs are covered to the end of the school year in which the child turns 18, with a ¥500 daily share and no income limit.

CHAPTER 09What happens when you want to sell

In the 2025 Hiroshima Prefecture land price survey, residential land in Onomichi averaged ¥37,700 per square metre (down 0.7% on the year), commercial land ¥64,800 (down 0.8%), and all uses together ¥47,100 (down 0.7%). In tsubo that is about ¥124,600 for residential land. The median plot among the 124 properties now for sale is 183 square metres, so the land alone comes to about ¥6,900,000.

Being cheap to buy is also the condition you sell under64 of the 124 now listed (52%) are under ¥10,000,000, and 64 (52%) were built before 1981. The reason they are cheap is the years on them. When your turn comes to sell, buyers will look with the same eye. That is why doing the work while the renovation grants are there (§8) makes the exit lighter too.

The vacant houses of the built-up area are handled by the city together with an NPOThe NPO Onomichi Akiya Saisei Project, which runs the Onomichi City vacant-house bank, writes that since it began in October 2009 it has taken "more than 1,500 settlement enquiries" and given "more than 140 households support that led to moving to Onomichi or to a vacant house". The machinery for finding the other side of a sale has grown up outside the city office as well.
