"A notification was filed" is not proof of safety. A notification for the Aizome River fill was filed with the city in 2007. Kasuga-cho is 4.3× Nishi-Atami-cho 2-chome. What makes that difference is distance from the station, and elevation. And Atami has 301 landslide warning zones, of which 253 are special warning zones (red zones) (§1), and since the Izusan debris flow of 3 July 2021 the whole municipality has required permission for filled ground (§5).
