This page is a relocation summary written by an advanced AI

It is not a personal opinion piece written by a human. An AI gathered official information published on the internet — municipal and national statistics, the Japan Meteorological Agency, railway companies, property portals — and rebuilt it into a form that someone considering a move can read and act on. Every figure carries a source link and the date it was checked, so please confirm anything that matters to you against the original document. Rules and prices change. Always check the latest information yourself before you sign anything.

Moving to Maebashi City

The prefectural capital of Gunma and a core city. A population of 326,000, 2 tertiary emergency hospitals in the city, free school meals, and free medical care for children through the high-school years. From Tokyo it is 1 hour 6 minutes, changing to the Shinkansen at Takasaki. Within the city there is a 1,700-metre difference in height, from the city hall at 107 m to Mount Akagi at over 1,800 m, so a winter morning looks different from one Maebashi address to another. Here we work through it in order, from the houses currently for sale to what actually differs between the southern foot of Mount Akagi and the plain.

CHAPTER 01First, what kind of place Maebashi is

Ogo Town, Miyagi Village and Kasukawa Village were absorbed in 2004, and Fujimi Village in 2009, expanding the city to 311.59km². This is a city you cannot sum up in the single word "Maebashi".

What should I know first about moving to Maebashi?

Ogo Town, Miyagi Village and Kasukawa Village were absorbed in 2004 and Fujimi Village in 2009, expanding the city to 311.59km². This is a city you cannot sum up in the single word "Maebashi", and the further north you go, the further you climb Mount Akagi.

CHAPTER 02Three areas, three ways of living

In Maebashi, the built-up area of a prefectural capital and the slopes of Mount Akagi live in one city. Under the same "Maebashi City" address, elevations run from 107 m to over 1,800 m. Sorting all 576 homes for sale gives 489 in the centre, 49 on the southern foot of Mount Akagi and 38 in the east (Ogo and Kasukawa), with medians of ¥14,800,000 on the southern foot against ¥18,800,000 in the centreand the 130-metre difference in elevation changes daily life more than the price does.

How life differs from one area to another

Prices and elevations are the medians of the properties currently for sale (all 576 SUUMO listings).

The centre — the convenience of a core city, ready to use489 listings, median ¥18,800,000 (¥2,500,000–¥55,000,000, 63 under ¥10,000,000) / median elevation 102 m. The first core city in Gunma Prefecture (since 2009), with 2 tertiary emergency hospitals in the city (§7).
Suits = people who want to walk to the doctor and the shops / people with business at the prefectural or city office
What to watch = Sunday footfall in the central shopping district has halved in 20 years (§10). Walk the street on a Sunday afternoon to see what the "convenience" consists of
The southern foot of Mount Akagi — the cheapest, and the most different in winter49 listings, median ¥14,800,000 (¥2,800,000–¥47,500,000, 17 under ¥10,000,000 = 35%) / median elevation 228 m (151–1,344 m). Median plot 357㎡.
Suits = people who want a large plot cheaply / people who want to see Mount Akagi every day
What to watch = at 300–500 m, sub-zero mornings are the norm, and snow tyres are assumed from December to March (§6). 43.7% of the landslide hazard zones are in Fujimi-machi (§5). Sewerage covers 72.3% of the city — on the southern foot you need to check whether a connection is possible (§8)
East (Ogo & Kasukawa) — former towns and villages on the Jomo Electric Railway38 listings, median ¥15,400,000 (¥3,200,000–¥49,000,000, 7 under ¥10,000,000) / median elevation 170 m. Ogo Station is the nearest for 13.
Suits = people who want farmland with a railway
What to watch = since the merger the population is -0.6% in Ogo but -16.0% in Kasukawa and -21.3% in Miyagi. Even among the "former towns and villages" the movement is completely different. Look at the district's own figures for the future of its schools and shops

Which part of Maebashi should I live in?

The built-up area of a prefectural capital and the slopes of Mount Akagi live in one city, and under the same address elevations run from 107 m to over 1,800 m. CHAPTER 03Trains and cars — how you get around

Getting around Maebashi comes down to one point: "the Shinkansen goes as far as Takasaki". To Tokyo it is 1 hour 6 minutes and ¥4,600 at best, changing at Takasaki. On local trains alone it is 2 hours 15 minutes and ¥2,090. Three ways to choose from, by budget and by time — that is where this city sits.

From Tokyo it is 1 hour 6 minutes, changing at Takasaki. The Shinkansen runs as far as Takasaki Station. From there you change to the JR Ryomo Line for Maebashi Station (the city's own guidance also says "from the Tokyo direction, go to Maebashi via Takasaki").

This is the actual fastest route. It was worked out by matching every service in the JR East timetable (August 2026 edition, weekdays).

1 hour 6 minutes in total, ¥4,600 (ticket ¥2,090 + non-reserved express supplement ¥2,510).

The fastest each leg gets is 46 minutes Tokyo→Takasaki (8:41 dep. → 9:27 arr.) and 13 minutes Takasaki→Maebashi. 96 Shinkansen services stop at Takasaki on a weekday and there are 52 Ryomo Line services from Takasaki to Maebashi, so you can make the connection at any time of day. Allow 5–20 minutes waiting for the change.

On local trains alone it is 2 hours 15 minutes and ¥2,090. From Shinjuku there is also a through service with no change via the Shonan-Shinjuku Line (2 hours 18 minutes, ¥2,090). There are 3 ways to choose from, by budget and by time. The fastest connection was worked out by this site by matching every service in the JR East Joetsu / Hokuriku Shinkansen down timetable and the same, Ryomo Line down timetable (August 2026 edition, weekdays), allowing a minimum of 4 minutes to change. Two railways run through the city. The JR Ryomo Line (Shin-Maebashi, Maebashi, Maebashi-Oshima, Komagata) crosses the south of the city from west to east, and the Jomo Electric Railway (from Chuo-Maebashi through Joto, Mitsumata, Katakai, Kamiizumi, Akasaka, Shinzokekkan-Center, Egi, Ogo, Higoshi, Kitahara and Araya) runs east from the centre along the southern skirt of Mount Akagi towards Kiryu. The Jomo Electric Railway terminus is Chuo-Maebashi Station, a separate station from JR Maebashi (the two are linked by a shuttle bus for ¥180). From Shin-Maebashi Station the JR Joetsu Line branches north towards Gunma-Soja and Yagihara (Shibukawa City). The nearest stations in the property list below match the station names on this diagram directly. Position, direction and scale follow actual coordinates (station coordinates from OpenStreetMap). You can scroll sideways.

Under the same "Maebashi City" address, elevations run from 107 m to over 1,800 m. The city hall is at 107.6 m and Maebashi Station at 103.9 m. The towns where people are concentrated are broadly below 300 m (Tokizawa 5,596 people at 181 m, Kogure 4,244 at 303 m, Horikoshi-machi 3,679 at 205 m). Towns above 500 m have small populations (Miyosawa-machi 225 people at 562 m, Kasukawa-machi Nakanosawa 179 at 723 m, Fujimi-machi Akagisan 634 at 779 m). It is not a matter of "the former Fujimi Village, so it is cold" — you have to look town by town. Elevations were measured by taking the coordinates of a representative point for each town from the Geospatial Information Authority address search API and putting them through the same body's elevation API (check: 1,826.6 m against the 1,828 m triangulation point on Mount Kurobi). What is the cheapest house you can buy in Maebashi?

SUUMO carries 576 listings, a deeper market than any area covered so far. From ¥2,500,000 to ¥55,000,000, median ¥17,800,000, with 87 (15%) under ¥10,000,000. The median plot is 211 square metres and the median year built 1997.

CHAPTER 05Is the ground safe?

In Maebashi, the kind of risk is completely different between the southern foot of Mount Akagi and the plain.

Is this town inside a national earthquake-preparedness zone?

For each major earthquake, national law designates the areas where preparation is to be advanced. Whether a town is designated tells you directly how the national government views the shaking and tsunami expected there.

67 of the 71 hazard zones (94.4%) are red zones. A red zone — a special landslide hazard zone — carries structural rules for buildings and limits on development. All of them were designated on 18 February Reiwa 2. The breakdown is Fujimi-machi 31, Naegashima-machi 8, Mine-machi 7, Horikoshi-machi 4, Soja-machi 3, Taguchi-machi 3, Kasukawa-machi 3, Kozakashi-machi 3, Kawabata-machi 2, Kashiwagura-machi 2, and others. Gunma Prefecture has 9,082 hazard zones in all, so Maebashi's 71 is 0.78% of the prefecture — few because most of the city is plain, but those 71 are clustered on the southern foot. The counts and locations are tallied from the actual data in Maebashi City, list of landslide hazard zones (PDF). On the plain the risk lies on the "if the Tone River breaches" side of the projections. Since Heisei 10 the record of flooding is 35 cases above floor level and 147 below, concentrated in the central built-up area — and the entries include inland flooding from the sewer system, described as "backflow from air pressure" and "backflow of foul water". The city designated rainwater (inland) flood projection areas for the Maebashi treatment district in May Reiwa 6 and the Ken-o treatment district in September Reiwa 7 (the projection assumes 196.5mm of total rainfall with a peak hour of 153.0mm). For snow, the annual total snowfall is 19cm and the normal for maximum snow depth is 11cm.

For a house on the southern foot, read these figures with the difference in elevation added. Maebashi's normals are a January maximum snow depth of 5cm, 19cm of snowfall a year and a January daily low of −0.5°C. These are the values at an elevation of 112 m. The nearby observation points are Kurohone at 285 m and Mount Haruna at 1,088 m, and both observe rainfall only, so for temperature and snow on the southern foot we read from "the values at points of similar elevation" and from the record of winter road closures.

A useful guide is Numata (390 m), 278 m higher and in the same prefecture. Its January daily low is 4.1°C lower than Maebashi's (−0.5°C → −4.6°C) and its annual mean is 2.9°C lower. The settlements on the southern foot stand at Miyosawa-machi 562 m, Kasukawa-machi Nakanosawa 723 m, Fujimi-machi Akagisan 779 m and Lake Onuma 1,344 m. In other words, there are houses higher still than Numata.
The "karakkaze" dry wind comes as a set with sunshine, dryness and thunder. Annual sunshine 2,153.7 hours (+227 hours against Tokyo), annual rainfall 1,247.4mm (−351mm against Tokyo), a prevailing wind from December to March fixed at north-northwest, and a mean February wind speed of 3.0 m/s. At the same time there are 21.8 days of thunder a year (Tokyo 14.5), concentrated in July and August. Winter is clear, dry and windy, with sub-zero mornings — that is the combination.
Summer is not merely "among the hottest in Japan" — the records have gone to extremes in the past few years. Maebashi's highest temperature on record is 41.0°C (5 August 2025). The 1st to 4th highest annual counts of days above 35°C (53, 36, 36 and 32 days) are all from 2018 onwards. Days above 30°C reached 95 in 2023 and tropical nights 42 in 2023. The normal August daily high is 31.7°C, almost the same as Tokyo (31.3°C), but in recent years the extremes at Maebashi have swung clearly to the hotter side. How a winter morning changes with the elevation band

Even within Maebashi City, winter life changes with the height at which the house stands. Temperature, snow, roads and what your car needs are set out by elevation band.

Elevation bandWinter temperature and snowRoads, and what your car needs
107–200 m
city hall 107 m, observatory 112 m. The central built-up area and the plain
January daily low −0.5°C. The normal for maximum snow depth is 5cm, total snowfall 19cm, and snow falls on 26.1 days a year. When it settles it is a few centimetres, and on most days it melts during the day Summer tyres get you around most of the time. Only on days when heavy snow is forecast do you prepare for morning ice
300–500 m
the mountain side of Ogo, Miyagi and Kasukawa, and upper Fujimi
Numata, at 390 m in the same prefecture, has a January daily low of −4.6°C (4.1°C lower than Maebashi) and an annual mean 2.9°C lower. Sub-zero mornings become the norm, and the road surface freezes in the shade In its notice of winter road closures, Gunma Prefecture writes: "at higher elevations there is a risk of snow from October, so please fit winter tyres and carry chains". It is safest to plan on snow tyres from December to March
500–800 m
Miyosawa-machi 562 m, Kasukawa-machi Nakanosawa 723 m, Fujimi-machi Akagisan 779 m
Snow that falls stays in the shade. From this height up you enter the range where snow lies from mid-December to the end of April (the Maebashi Convention and Visitors Bureau's guide) From this band upwards, Prefectural Route 16, the Ogo-Akagi line, closes for the winter (9.1 km from the Akagi Onsen entrance to Konuma, 10:00 on 16 December to 10:00 on 6 April). Snow tyres plus chains, and plan your routes around Prefectural Route 4
1,300 m (the mountain top)
around Lake Onuma in Fujimi-machi Akagisan, 1,345 m
10–15°C colder in winter than the Maebashi built-up area (Convention and Visitors Bureau). In its guide to the snow festival, Maebashi City writes that "it can drop to minus 10 to 15 degrees". Lake Onuma freezes over, and ice fishing for pond smelt runs from early January to late March (in 2026 it opens on 15 January) One measured example is 45cm of snow in the Mount Akagi Visitor Center car park (16 January 2024). That same day, Prefectural Route 4 had been cleared from the old toll gate. The road up to the mountain top in winter is Prefectural Route 4 (the Maebashi-Akagi line), and winter tyres are essential. The city also asks people to fit chains
Nobody actually measures how much snow falls at this height. The Japan Meteorological Agency points that observe snow depth in Gunma Prefecture are 4: Maebashi (112 m), Minakami (524 m), Fujiwara (700 m) and Kusatsu (1,223 m), and Minakami, Fujiwara and Kusatsu all sit on the Tanigawa or Kusatsu-Shirane side. The AMeDAS station on Mount Akagi ended its observations on 2 November 2009. So in the table above we set out the temperatures where figures survive, for Maebashi and Numata, alongside the road notices and measured snow depths that the prefecture, the city and the tourism association actually publish. Sources: Japan Meteorological Agency normals (1991–2020) for Maebashi and Numata / Japan Meteorological Agency, list of AMeDAS points / Gunma Prefecture, winter closures on prefecturally managed roads (FY Reiwa 7) / Maebashi Convention and Visitors Bureau, Lake Onuma on Mount Akagi, the same, Mount Akagi, the same, notice of winter closures, the same, snow report (16 January 2024) / Maebashi City, Mount Akagi Snow Festival / verified 2026-08-13
On the Mount Akagi side, the roads are set to close in winter. 9.1 km of Prefectural Route 16, the Ogo-Akagi line (from the Akagi Onsen entrance in Naegashima-machi to Konuma in Fujimi-machi Akagisan) is closed for the winter in FY Reiwa 7 from 10:00 on 16 December to 10:00 on 6 April (about 3.7 months). 11.1 km of Prefectural Route 251, the Numata-Akagi line, also closes from 5 January to 19 March. The route open all year round is Prefectural Route 4 (the Maebashi-Akagi line). If you are going up and down from the mountain top, Route 4 is your main axis in winter. How cold is winter in Maebashi?

At the Maebashi Local Meteorological Observatory (elevation 112 m) the January daily low is −0.5°C and the August daily high 31.7°C; annual sunshine of 2,153.7h is more than Tokyo and annual rainfall of 1,247mm is on the low side. When you look at a house on the southern foot of Mount Akagi, read these figures with the difference in elevation added.

Land pricesResidential land averages ¥51,500 per ㎡, up 0.1%. Commercial ¥70,100 per ㎡, up 0.4%. Industrial ¥22,000 per ㎡, up 3.0%. All uses ¥57,000 per ㎡, up 0.4%
Where it stands in the prefectureThe Gunma Prefecture average for residential land is ¥37,600 per ㎡, unchanged. Maebashi is at 1.37 times that level and rising faster than the prefectural average. That said, Takasaki is ¥58,300 per ㎡ and up 0.6%, and its commercial land at ¥137,200 per ㎡ is about twice Maebashi's
The pool of buyers326,194 people, and the first core city in Gunma Prefecture (since 2009). The Census went from 340,291 in 2010 to 324,554 in the 2025 preliminary figures (−4.6%), and the city was outside the list of municipalities at risk of disappearing on both occasions (§10)
What to watchEven with the city as a whole flat, the Miyagi district is −21.3% since the merger and the Kasukawa district −16.0% (§2). What you can sell for is set by that district's population, not by the city average.
What is rising hardest in Maebashi is not residential land but industrial land. Industrial land at +3.0% matches the Gunma Prefecture average (+2.9%). At the point where the Kan-etsu and Kita-Kanto expressways meet, land for logistics keeps rising. Against residential at +0.1% and commercial at +0.4%, that is an order of magnitude. A stock of 576 listings means choice if you are buying and competition if you are selling — though a density of 1 per 566 people is, for the size of the population, on the thin side. Maebashi sits in the rare position of being cheap to buy into without prices having fallen away.

Maebashi City was outside the list of municipalities at risk of disappearing on both occasions, in 2014 and 2024. The Population Strategy Council's 2024 report classes it as D-③ (needing measures for both natural and social decline). Its young female population in 2050 is projected at −31.3% on the migration assumption, and its total population at 271,548.

The Census went from 340,291 in 2010 to 324,554 in the 2025 preliminary figures (−4.6%). District by district, Miyagi is −21.3% since the merger and Kasukawa −16.0%, moving quite differently from the city-wide figure. The survey points were consolidated from 31 up to Reiwa 1 to 15 from Reiwa 3, and the method changed to automatic cameras, so these two figures were measured differently. 326,194 people (end of June Reiwa 8), with the Census going from 340,291 in 2010 to 324,554 in the 2025 preliminary figures (−4.6%). District by district, though, Miyagi is −21.3% since the merger and Kasukawa −16.0%, moving quite differently.

CHAPTER 11Community life and the year's events

Getting on with the neighbourhood in Maebashi turns on the jichikai, the neighbourhood association. In this city, the head of the jichikai takes on municipal administrative work directly — work closely tied to the area, beginning with delivering the city newsletter.

Where you liveWhat community life involves
How the jichikai worksFrom April Showa 42 the city asked "administrative jichi commissioners" to deliver the newsletter and so on, but in April Heisei 25 it reviewed the arrangement and now commissions the head of the jichikai directly. Circulars and deliveries from the city come through the jichikai.
Money from the cityThe jichikai block grant — a grant for running local affairs, for social participation by older residents, for keeping the environment tidy and for lifelong learning, paid to the jichikai twice a year (end of June and end of October). There is also a grant towards building and maintaining neighbourhood meeting facilities
The centreBin duty and the circular folder are the main things. Sunday footfall in the built-up area has halved in 20 years (§10), and the shopping street's events are changing shape
The southern foot of Mount Akagi and the eastThese are long-standing settlements. District festivals such as the Ogo Gion Festival carry on. A population fall of −21.3% in Miyagi and −16.0% in Kasukawa feeds straight into how often the duties come round to you (§2)

What comes round every year

Maebashi has three great festivals: the Hatsuichi Festival on 9 January (a fixture of the new year, never postponed), the Maebashi Tanabata Festival in July (10–12 July in Reiwa 8), and the Maebashi Festival in October (11–12 October). On top of that, the Maebashi Fireworks Display on 8 August reaches its 70th edition in Reiwa 8.

And apart from the events, one thing always comes: the karakkaze dry wind. From December to March the prevailing wind is fixed at north-northwest, annual sunshine is 2,153.7 hours (227 hours more than Tokyo) and annual rainfall 1,247mm (351mm less than Tokyo). Winter is clear, dry and windy, with sub-zero mornings — that is what a Maebashi winter really is (§6).

What does the jichikai do in Maebashi?

🔴 In this city the head of the jichikai takes on municipal administrative work directly. The arrangement was reviewed in April Heisei 25, and the head of the jichikai is now commissioned directly, so circulars and deliveries from the city come through the jichikai. The city pays a jichikai block grant twice a year.

CHAPTER 12Things nearby that move land prices

What tells on land in Maebashi is its relationship with Takasaki, the expressways, and elevation.

1. Having Takasaki next door

CityAverage, residential landAverage, commercial land / year-on-year
Takasaki City¥58,300/m² (+0.6%)¥137,200/m² (+1.4%)
Maebashi City¥51,500/m² (+0.1%)¥70,100/m² (+0.4%)
Isesaki City¥33,000/m² (0.0%)¥42,000/m² (-0.1%)
Gunma Average¥37,600/m² (0.0%)¥66,800/m² (+0.3%)

The prefectural office is in Maebashi; the Shinkansen stops at Takasaki. For residential land the gap is 1.13 times, but for commercial land it is 1.96 timesthe fact that shopping and changing trains centre on Takasaki shows up directly as the difference in commercial land prices. You change at Takasaki to go up to Tokyo, too (§3). Choosing Maebashi means living in the prefectural capital and using the next city as your front door.

2. Industrial land rising

Maebashi's industrial land is up 3.0%, an order of magnitude above residential (+0.1%) and commercial (+0.4%). Across Gunma Prefecture industrial land is up 2.9% as well. At the point where the Kan-etsu and Kita-Kanto expressways meet, demand from logistics is pushing land prices up. This is the single strongest force holding Maebashi's land prices up, and the reason residential land is holding flat rather than falling.

3. Elevation varying by 1,700 m within one city

The city hall is at 107.6 m and Maebashi Station at 103.9 m. From there, going north — Fujimi-machi Tokizawa 181 m, Hanageishi-machi 285 m, Ishii 350 m, Miyosawa-machi 562 m, Kasukawa-machi Nakanosawa 723 m, Fujimi-machi Akagisan 779 m, Lake Onuma on Mount Akagi 1,344 m, Mount Kurobi 1,828 m (§2). The median elevation of the homes for sale opens up the same way: 102 m in the centre against 228 m on the southern foot of Mount Akagi.

That difference in elevation becomes, directly, the cost of winter living. At 300–500 m mornings are below freezing, and snow tyres go on from December to March. Prefectural Route 16 closes for the winter from 16 December to 6 April (about 3.7 months, §6). Read the median of ¥14,800,000 on the southern foot as being lower by exactly that winter.

4. Footfall in the central shopping district halving

Pedestrian counts over 8 hours on a Sunday at 12 points in the central shopping district went from 25,628 in Heisei 16 to 11,951 in Reiwa 5 (−53.4%) (§10; the method changed partway through). What is holding commercial land at +0.4% is not bustle in the town centre but the city's function as the prefectural capital. If the centre is on your list, walk that street on a Sunday afternoon before you decide.

What decides land prices in Maebashi?

Having Takasaki next door. The prefectural office is in Maebashi; the Shinkansen stops at Takasaki. For residential land the gap is 1.13 times, but for commercial land it is 1.96 times (Takasaki ¥137,200 per ㎡ against Maebashi ¥70,100 per ㎡) — the fact that shopping and changing trains centre on Takasaki shows up directly.

CHAPTER 14A message from Maebashi City

How the receiving side sees it. Maebashi City builds its relocation and settlement site around "know / live / connect", laying out advice, housing, work, childcare and even taking up farming on a single page. The desk is the Public Relations and Brand Strategy Division, Future Creation Department.

What the city doesDetail
Relocation conciergeA desk for advice on housing and finding work. Online relocation consultations are available too
Akiya renovation grantWithin a third of the works cost, up to ¥1,000,000. An amount that assumes you buy an empty house and do it up
Akiya use and reuse networkFor people looking for an empty detached house in the city, it introduces registered estate agents. This is separate from the akiya bank
WorkJob Center Maebashi (a Hello Work desk plus a children's room and a nursing space) / the Start-up Center (incubation offices, challenge shops and a start-up advice desk)
A life with farmingThe "Ikaiyama Fureai" allotments, 50㎡ × 54 plots, ¥5,400 a year / settlement support for new entrants = for people moving in who take up farming full-time at 60 or under, half the monthly rent of a farmhouse or similar (up to ¥20,000, for up to 2 years)
Places for children85 after-school clubs (as of April Reiwa 7) / local terakoya (study support for junior high pupils) at 19 venues in the city / 4 sick-child and convalescent-child childcare centres
MoneyThe relocation support grant (¥1,000,000 for a household / ¥600,000 for a single person / ¥500,000 more per child under 18) is set out in §8. Applications run from 1 April Reiwa 8 to 5 February Reiwa 9, within a year of moving in, closing when the budget is used up

Maebashi City relocation and settlement site →

Maebashi's support is weighted less towards bringing you in and more towards keeping daily life turning. Medical care for children is free through the high-school years, school meals at municipal primary and junior high schools are free, there are 85 after-school clubs and 19 local terakoya venues (§8). On the other hand the child addition to the relocation support grant is ¥500,000, lower than in municipalities that pay ¥1,000,000. The lump sum is modest and the yearly costs are lightened instead — a shape that pays off the longer you stay.

Does Maebashi welcome people moving in? Is there support?

The city builds its relocation and settlement site around "know / live / connect", and the desk is the Public Relations and Brand Strategy Division, Future Creation Department. The akiya renovation grant covers within a third of the works cost, up to ¥1,000,000. There is also the akiya use and reuse network — a scheme separate from the akiya bank that introduces registered estate agents to people looking for an empty house.

CHAPTER 15A year in Maebashi

Temperatures, and what happens in daily life. A year in Maebashi is set by the karakkaze dry wind and Mount Akagi. Winter is clear, dry and windy, with sub-zero mornings (January daily low −0.5°C, 46.2 frost days). Summer has more hot days than Tokyo (13.5 days above 35°C against Tokyo's 4.8). The temperatures are from the Maebashi Local Meteorological Observatory (elevation 112 m), and for a house on the southern foot you read them with the difference in elevation added (§6).

MonthMaebashi that month
month 1−0.5 to 9.1°C. 9 January is the Hatsuichi Festival (never postponed, one of Maebashi's three great festivals). There are 46.2 frost days a year (Tokyo 15.2). Lake Onuma on Mount Akagi freezes over, and ice fishing for pond smelt opens in early January
month 20.0 to 10.0°C. AKAGI WHITE WEEK (31 January and 5 and 7 February in Reiwa 8). The city notes that on the mountain top it can drop to −10 to −15°C
month 33.1 to 13.5°C. The last month of the karakkaze — from December to March the prevailing wind is fixed at north-northwest
month 48.2 to 19.3°C. The Akagi Nanmen Senbonzakura cherry festival (4–19 April in Reiwa 8; one of Japan's 100 best cherry blossom sites). The winter closure of Prefectural Route 16 is lifted on 6 April. At the end of the month comes the Suga-no-Sono wisteria festival
month 513.6 to 24.2°C. The spring rose garden festival (9–31 May, Shikishima Park). The most comfortable time of year
month 618.0 to 26.8°C. Annual rainfall is 1,247mm, 351mm less than Tokyo — the rainy season is relatively light here too
month 722.0 to 30.5°C. The Maebashi Tanabata Festival (10–12 July, one of the three great festivals) and the Ogo Gion Festival (25–26 July). There are 21.8 days of thunder a year, concentrated in July and August
month 8Daily high 31.7°C, 13.5 days above 35°C (Tokyo 4.8). The record high is 41.0°C (5 August 2025). 1 August, the Mount Akagi lantern festival / 8 August, the Maebashi Fireworks Display (70th edition) / 30 August, the Akagi Onuma and Shirakaba marathon
month 919.3 to 27.3°C. The typhoon month. In Typhoon Hagibis in 2019, the reason for evacuating differed within the same city (§5)
month 1013.2 to 21.7°C. The Maebashi Festival (11–12 October, one of the three great festivals) and the autumn rose festa. Mount Akagi turns colour
month 116.9 to 16.4°C. The Gunma Marathon (3 November) and the Otori Festival — the rooster fair, second only to the Hatsuichi in tradition. The karakkaze begins
month 121.9 to 11.5°C. At 10:00 on 16 December, Prefectural Route 16, the Ogo-Akagi line, closes for the winter (until 6 April, about 3.7 months). Total snowfall is 19cm a year and the normal maximum snow depth 11cm — on the plain, when it settles it is a few centimetres
The easiest thing to get wrong about Maebashi is to think "Gunma = snow country". In the built-up area the normal maximum snow depth is 11cm and total snowfall 19cm a year. Annual sunshine is 2,153.7 hours, 227 hours longer than Tokyo. A Maebashi winter is not snow but wind, dryness and sub-zero mornings (46.2 days a year). But that is the story at 112 m, and for a house on the southern foot you add the difference in elevation. Within one city there are both a winter with no snow and a winter where the road closes.
Sources: temperatures, day counts, sunshine, rainfall, snow, wind direction, thunder and winter closures as in §6 (Japan Meteorological Agency normals for Maebashi, 1991–2020 / Gunma Prefecture, winter closures on prefecturally managed roads) / events from Maebashi Convention and Visitors Bureau, list of events/ Verified 2026-08-18

What is a year in Maebashi like?

The karakkaze and Mount Akagi set the year. Winter is clear, dry and windy, with 46.2 frost days a year. Summer has more hot days than Tokyo, 13.5 above 35°C (Tokyo 4.8). 9 January is the Hatsuichi Festival, and Lake Onuma on Mount Akagi freezes over, with ice fishing for pond smelt opening in early January.

CHAPTER 16The people who run this city

When you are thinking about moving, who is running this town now and where they are taking it is something the people about to live here want to know more than the people already living here. This chapter lines up only what Maebashi City publishes itself, with sources. 🔴 As of 22 August 2026, following the official site, I (an AI) could find 3 of the 6 items below.

🔴 What I will not do in this chapter1. I will not guess gender or age from a name. Only what is published appears here. 2. I will not write that anything is good or bad. Only what is being put forward, and where it comes from. 3. I will not compare election candidates.
🔴 And mayors change. This site always records the date it checked (2026-08-22), and reopens the original page each time to confirm by machine that the name is still there. If you notice something has nonetheless gone out of date, please let us know.

Who runs Maebashi City now?

🔴 I (an AI) could not find the name of the mayor of Maebashi City on the official site (verified 22 August 2026). Writing a guess would be the greater discourtesy, so nothing is written. What this site looks for is six things: an introduction to the head of the municipality, the policy address, the list of assembly members, live broadcasts of the assembly, a search of the minutes, and the comprehensive plan. 🔴 No judgement of good or bad is made here. Only whether something is published or not.

CHAPTER 17Where to go on a day off

What does not show up in the numbers of a house search, but bears directly on how satisfied you are once you live there, is days off. This chapter counts, on the same measure for every area, the places you can go on a day off in Maebashi and the places family and friends can stay when they visit. In this area there are now 8 hot springs and day baths, 3 amusement parks, zoos or aquariums and 4 roadside stations. 🔴 All counts are the numbers registered in the map data (OpenStreetMap) — in reality there may be more.
