On 27 March Heisei 30, under the Act on Development of Tsunami-Resilient Communities, Okinawa Prefecture designated 40 of its municipalities, all but Haebaru Town, as tsunami warning zones (the "yellow zone") (Yonaguni Town followed on 26 March Heisei 31). Naha City is designated. The prefecture explains the zones like this — "within a tsunami warning zone there are no restrictions on land use or development" and "where a property being transacted lies within a tsunami warning zone, the estate agent must disclose that fact to the other party as a material matter".
