Everyday shopping centres on the area in front of Kabe Station and the roadside stores in Shin-machi. Kabe Station, with the city hall, the library and shops gathered together, is the centre of daily life in the city, while Shin-machi and Imai have large stores lining the planned residential districts. West of Ome Station the number of shops drops sharply. If you are house-hunting in Sawai, Mitake, Nariki or Osoki, measure the distance to the nearest supermarket first. Mains sewerage reaches almost the whole city. Replanting was not allowed either, and the effects on farming, tourism and business ran deep. From FY Heisei 28 (2016), replanting began on a limited, conditional basis. By the end of FY Reiwa 2 a cumulative 5,400 trees had been planted, and about 1,200 in the Plum Park to date. Both the national emergency control and the city's strengthened measures ended in March Reiwa 3, and from April Reiwa 3 plums, peaches, Japanese plums and apricots could again be planted freely anywhere in the city. The virus has not been eradicated, however. The city has continued control work at a reduced scale from FY Reiwa 6, covering the whole of Baigo, the whole of Wada-machi, Yugi-machi, Futamatao, Hatanaka and Hinatawada. An annual infection survey, felling of infected trees, and aphid control on farmland and in the Plum Park (twice a year) all continue. If you want to plant a plum tree in your garden in this area, check with the city's Agriculture, Forestry and Fisheries Division first. Ome City has a relocation and settlement portal called "My Home, My Ome" and appoints "relocation and settlement concierges" — people who moved here themselves — to answer questions. There is also a custom-made tour of the city, put together to suit what you want to see.
The schemes begin with "staying a night before you move". The Trial Ome Life subsidy covers 50% of your accommodation costs (up to ¥5,000 a night, for up to 4 nights a year) when you stay in the city to look for a home or work. The city suggests both using it "one night in each of the four seasons, to feel the year" and using it "for four nights and five days, commuting into central Tokyo on weekdays to try it out".
When you buy there is the "We've decided on Ome!" relocation grant. The base is ¥100,000, and with top-ups it reaches a ceiling of ¥1,000,000. The top-ups are: +¥100,000 if you buy a vacant house, +¥100,000 if you buy in the "rural satoyama living support district", +¥100,000 each for an applicant and spouse aged 39 or under who move into that district (+¥200,000 if 29 or under), and +¥100,000 for each child of junior-high age or below.
