This page is a relocation summary written by an advanced AI

It is not a personal opinion piece written by a human. An AI gathered official information published on the internet — municipal and national statistics, the Japan Meteorological Agency, railway companies, property portals — and rebuilt it into a form that someone considering a move can read and act on. Every figure carries a source link and the date it was checked, so please confirm anything that matters to you against the original document. Rules and prices change. Moving to Toyama

This is the prefectural capital, held between Toyama Bay and the Tateyama mountain range. Its population is 400,027 and its area 1,241.71 square kilometres. The city's catchphrase is "Toyama City: the best seat in the house for looking up at Mt. Tate". 🔴 The condition that matters most is that Tokyo is 2 hours 10 minutes away on the Hokuriku Shinkansen, with no changes. Kanazawa is 23 minutes away. There are 31 Shinkansen a day towards Tokyo. And the second is the tram. The city writes that "in Heisei 18 the Toyama Light Rail opened as Japan's first full-scale LRT", and that the north–south connection in Reiwa 1 created an LRT network of about 15 km in total. Anyone who moves into one of the city's "residential promotion districts" from outside the prefecture and works here receives a subsidy towards the cost of a tram commuter pass. In exchange, 253 centimetres of snow falls each winter and there are 37.7 days a year below freezing. Annual precipitation, rain and snow together, is 2,374 mm, 1.5 times Tokyo's. 2 hours to Tokyo by Shinkansen, a tram inside the city, and the snow of the Sea of Japan side — this is a place where all three hold at once.

CHAPTER 01First, what kind of place Toyama is

The prefectural capital of Toyama Prefecture. Population 400,027, households 189,541 (Basic Resident Register, end of July Reiwa 8), area 1,241.71 square kilometres. It was formed on 1 April Heisei 17 by the merger of 7 municipalities: Toyama City and the towns of Osawano, Oyama, Yatsuo and Fuchu and the villages of Yamada and Hosoiri. The city writes: "to the north lies Toyama Bay, which raises abundant fish and shellfish; to the east the magnificent Tateyama mountain range; to the west a run of hills and mountain villages; and to the south spread rich farmland and forest". The 301 listings sit between 2.1 metres and 156.5 metres above sea level, with a median of 18.1 metres.

2 hours 10 minutes to Tokyo. That is where this city standsFrom Toyama Station, Tokyo is 2 hours 10 minutes away on the Hokuriku Shinkansen Kagayaki, with no changes, for ¥13,180 (searched: departing 9:26, arriving 11:36). The fastest is 2 hours 6 minutes, and there are 31 trains a day towards Nagano and Tokyo. Kanazawa is 23 minutes and ¥3,390 away, Osaka 2 hours 41 minutes and ¥10,290 changing at Tsuruga, and Nagoya 2 hours 45 minutes. Land prices are ¥48,000/m² for residential land in Toyama City (§9). 🔴 And residential land in Toyama City is up 1.3% on the previous year. Of the 15 municipalities in Toyama Prefecture, only 3 saw residential land rise: Toyama City (+1.3%), Funahashi Village (+1.0%) and Imizu City (+0.1%), and Toyama City rose the most. While many of the areas this site covers are falling, this one is on the rising side.
The tram is the skeleton of the cityIn the city's words — "in this city, starting when the Toyama Light Rail opened in Heisei 18 as Japan's first full-scale LRT, the city tram was made into a loop line, the city tram was brought into Toyama Station to coincide with the opening of the Hokuriku Shinkansen, and then in Reiwa 1 the north–south connection of the tram created an LRT network of about 15 km in total centred on Toyama Station, so that the convenience of the tram improved dramatically and the interchange function of Toyama Station was greatly strengthened". This is not a story about tourism but about how you get about every day once you have moved. People aged 65 and over pay ¥100 a ride with the "Odekake pass" (§3). Anyone who moves into a "residential promotion district" from outside the prefecture and works in the city receives a subsidy towards the cost of a tram commuter pass (§14). Whether you can do without one car — in this city, that becomes a realistic option.
It was a city of medicine, water and aluminiumIn the city's words — "in the Edo period the Toyama domain, rated at one hundred thousand koku was established here, industries such as pharmaceuticals and washi paper were encouraged, and together with the building of transport and distribution networks such as the Hida Kaido road and the Kitamaebune shipping route, and the distinctive trading method of the Etchu medicine sellers, it became known across Japan as 'Toyama of medicine'". From the Meiji era it grew as "a city of industry built on abundant electricity, with the construction of the first hydroelectric power station in the Hokuriku region", and the built-up area was devastated by the air raid of August Showa 20. The city goes on: "many of the industries that have taken root in Toyama, such as aluminium and glass, have their roots in the medicine business". The city's flower is the sunflower, its tree the zelkova and its flowering tree the camellia. Its sister and friendship cities are the 4 cities of Mogi das Cruzes (Brazil), Qinhuangdao (China), Durham (United States) and Dubbo (Australia).

You can zoom and pan. The marker is Toyama City Hall (Shinsakura-machi). From Toyama Bay in the north to the mountains of Hida in the south, the city stretches long and narrow from north to south. The Jinzu River runs through its centre and the Joganji River along its east, and the built-up area sits on their alluvial fans. From Toyama Station the Toyamako Line runs north, the city tram south, the Ainokaze Toyama Railway and the Toyama Chiho Railway east, and the line towards Takaoka and Kanazawa west.

What kind of town is Toyama City?

The prefectural capital, held between Toyama Bay and the Tateyama mountain range. Population 400,027, households 189,541 (end of July Reiwa 8), area 1,241.71 square kilometres. 🔴 The biggest condition is that Tokyo is 2 hours 10 minutes away on the Hokuriku Shinkansen, with no changes. It was formed on 1 April Heisei 17 by the merger of 7 municipalities: Toyama City and the towns of Osawano, Oyama, Yatsuo and Fuchu and the villages of Yamada and Hosoiri.

CHAPTER 02Eight areas, and life in each

We divide the city into 8. The division combines the former municipalities that became one in the merger of Heisei 17 with the compass directions within the former Toyama City, and each of the 301 listings has been classified by its map coordinates (0 listings could not be classified). The medians run 1.8 times, from ¥10,990,000 in the north to ¥20,240,000 in the centre. 🔴 Elevation divides them clearlythe north (Iwase and Mizuhashi) has a median of 4.3 metres and the south (Osawano and Oyama) a median of 86.3 metres.

The east (Shinjo and Fujinoki; the gateway to Tateyama) — the most listings78 listings (¥1,500,000 to ¥51,500,000, median ¥13,500,000, 25 under ¥10,000,000 = 32%). Elevation 7.7 to 81.1 metres (median 22.1 metres). Median plot 218 m², median building 114 m², median year of construction 1982, with 38 (49%) built in 1981 or earlier. The nearest stations are Etchu-Ebara with 20, Higashi-Shinjo with 18, Oizumi with 11 and Shin-Toyamaguchi with 7 — they are spread widely along the Toyama Chiho Railway Main Line and the Fujikoshi-Kamidaki Line. This is the part of the city with the most listings, and the breadth of choice is its strength.
Suits = anyone who values the number of options, or who often heads out towards Tateyama
Watch out for = almost half predate the current earthquake code. Budget for a seismic survey and strengthening work from the start
The north (Iwase and Mizuhashi; Toyama Port and the coast) — the most affordable48 listings (¥1,000,000 to ¥39,800,000, median ¥10,990,000, the lowest of the 8, 23 under ¥10,000,000 = 48%). Elevation 2.1 to 10.5 metres (median 4.3 metres), the lowest in the city. Median plot 263 m², median building 125 m², median year of construction 1979, with 29 (60%) built in 1981 or earlierthe oldest part of the city. The nearest stations are Higashi-Toyama with 11, Mizuhashi with 8 and Hasumachi with 6. Iwase is a Kitamaebune port town, and the Toyamako Line (now the city tram) runs through to Toyama Station.
Suits = anyone keeping the budget down, wanting to live near the sea and the port, or wanting to reach Toyama Station by tram
Watch out for = the median elevation is 4.3 metres. Always check the flood, tsunami and inland-water hazard maps for the address (§5). And 60% predate the current earthquake code
The centre (Toyama Station and Sogawa; the tram loop line) — the most expensive, with the largest buildings34 listings (¥4,950,000 to ¥49,980,000, median ¥20,240,000, the highest of the 8, only 3 = 9% under ¥10,000,000). Elevation 4.9 to 41.3 metres (median 9.0 metres). Against a median plot of 226 m², the median building of 138 m² is the largest in the city. Median year of construction 1987, with 13 (38%) built in 1981 or earlier. The tram loop line runs here, and Toyama Station, Sogawa, Grand Plaza and the Toyama Glass Art Museum are all within it. The 18 bus stops the Odekake pass designates as the "central built-up area" are here too (§3).
Suits = anyone who wants to live without a car, or with fewer cars, or who wants to be near the Shinkansen
Watch out for = there are only 3 listings under ¥10,000,000. Budget 1.5 to 2 times what you would elsewhere in the city
The south (Osawano and Oyama; the gateway to the Jinzu Gorge) — the elevation is clearly different31 listings (¥2,480,000 to ¥34,800,000, median ¥11,000,000, 15 under ¥10,000,000 = 48%). Elevation 43.7 to 156.5 metres (median 86.3 metres), the highest in the city. Plots and buildings are on the larger side, with medians of 280 m² and 134 m². The nearest stations are Kaihotsu with 6, Sasazu with 5, Tsukioka with 4 and Kamidaki with 3 — along the Toyama Chiho Railway Fujikoshi-Kamidaki Line and the JR Takayama Main Line. It is the gateway to the Jinzu Gorge, Arimine and the foot of Tateyama, and the Toyama City Observatory is in this area too.
Suits = anyone who wants to live near mountains and rivers, or who wants a wide plot
Watch out for = the snow lies deeper than in the built-up area. Always look at the landslide hazard map for the district (§5)
Kureha and the west (the Kureha hills and the pear orchards) — gathered around Kureha Station29 listings (¥3,000,000 to ¥35,600,000, median ¥11,500,000, 14 under ¥10,000,000 = 48%). Elevation 6.1 to 26.9 metres (median 9.8 metres). Median plot 250 m², median building 130 m². Median year of construction 1982, with 14 (48%) built in 1981 or earlier. 23 of the 29 have JR Kureha Station as their nearest stationthe most tightly gathered part of the city. Kureha is the home of the Kureha pear, and the Kureha hills separate the built-up area from the plain.
Suits = anyone who wants to be close to both a station and the hills, or who often heads towards Kanazawa
Watch out for = almost half predate the current earthquake code
Fuchu (south of the Kureha hills; large-scale retail) — the most new houses19 listings (¥4,800,000 to ¥34,500,000, median ¥15,000,000, 6 under ¥10,000,000 = 32%). The nearest stations are Hayahoshi with 8, Fuchu-Usaka with 6 and Chisato with 3 (all on the JR Takayama Main Line). This is where the large retail complexes are gathered, and the place name "Usaka", sung by Otomo no Yakamochi in the Man'yoshu, survives here (§1).
Suits = families with children looking for a newer house, or anyone who values having the shops close
Watch out for = there are only 19 listings. Always check how often the JR Takayama Main Line runs at commuting times
Yatsuo (the mountain valley of the Owara Kaze-no-Bon) — the widest plots15 listings (¥5,000,000 to ¥39,800,000, median ¥14,800,000, 5 under ¥10,000,000 = 33%). Elevation 35.6 to 105.6 metres (median 49.6 metres). The median plot of 350 m² and median building of 151 m² are the largest of the 8. Median year of construction 1995. The "Etchu Yatsuo Owara Kaze-no-Bon", held every year from 1 to 3 September, takes place in this town (§11). The city writes: "thousands of paper lanterns are lit in the town on the slope, and to the sound of shamisen and kokyu people sing and dance gracefully. 'Owara' has more than 300 years of history". Etchu-Yatsuo Station is 25 to 30 minutes from Toyama Station on the JR Takayama Main Line.
Suits = anyone who wants to live with a wide plot among old streets
Watch out for = it is a town on a slope. Go and see that slope on a snowy day. There are also only 15 listings
Around the built-up area (the residential districts to the south) — few listings under ¥10,000,00047 listings (¥1,300,000 to ¥47,800,000, median ¥17,980,000, only 9 = 19% under ¥10,000,000). Elevation 8.7 to 50.7 metres (median 28.1 metres). Median plot 243 m², median building 119 m². Median year of construction 1983. The nearest stations are Nunoichi with 8, Oizumi with 7, Kosugi with 6, Asanamachi with 6, Kamihori with 6 and Minami-Toyama with 3 — residential districts along the Toyama Chiho Railway Fujikoshi and Kamidaki Lines. It is the second most expensive part of the city, and Minami-Toyama, the southern terminus of the tram, is here.
Suits = anyone who wants a slightly quieter residential district close to the centre
Watch out for = there are not many cheap listings. The level is a median of ¥17,980,000

CHAPTER 03Trains and cars — how you get around

Toyama's biggest condition is that Tokyo is 2 hours 10 minutes away on the Hokuriku Shinkansen, with no changes. From Toyama Station there are 31 trains a day towards Nagano and Tokyo and 54 a day towards Shin-Takaoka, Kanazawa and Tsuruga (as revised on 14 March 2026). And inside the city there is the traman LRT network about 15 kilometres long runs north and south from Toyama Station.

"You can do Tokyo in a day" holds up in the figuresToyama to Tokyo is 2 hours 10 minutes and ¥13,180, with no changes. The first train of the day, Kagayaki 500, leaves at 6:22 and arrives in Tokyo at 8:29, and coming back, Kagayaki 518 leaves at 21:23 and arrives at 23:32. That gives you 13 hours in Tokyo. Kanazawa is 23 minutes away, no longer than a journey within the city. Osaka and Nagoya mean changing at Tsuruga and take a little over 2 hours 40 minutes. Tokyo with no changes, Kansai and Chukyo with changes — this city clearly faces Tokyo.
Inside the city it is the tram. Over-65s pay ¥100 a rideThe city tram (the Toyama tramway line, the Toyamako Line and the loop line) runs through Toyama Station, joining north and south. The city's "Odekake pass" lets residents aged 65 and over travel from anywhere in the city into the central built-up area for ¥100 a ride; the user pays ¥1,000 a year and it applies between 9:00 and 17:00 (the time you get off). It can be used on Chiho Railway route buses, Chiho Railway trains, the city tram, feeder buses and the Maidohaya bus. Showing it also brings discounts at about 80 participating shops in the central built-up area and about 30 municipal sports and cultural facilities. If you are thinking of moving here in later life, this matters — how you get about after giving up the car is provided for as a scheme.
The railways come in 3 systems: JR, Ainokaze and ChihoThere are 5 directions out of Toyama Station — Nagano and Tokyo (Hokuriku Shinkansen) / Shin-Takaoka, Kanazawa and Tsuruga (the same) / Etchu-Yatsuo and Takayama (JR Takayama Main Line) / Takaoka and Isurugi (Ainokaze Toyama Railway) / Uozu and Tomari (the same). To these are added the Toyama Chiho Railway's Main Line, Tateyama Line and Fujikoshi-Kamidaki Line, and the city tram. Looking at listings by nearest station: Kureha 23, Etchu-Ebara 20, Higashi-Shinjo 18, Higashi-Toyama 11, Oizumi 11 and Etchu-Yatsuo 9 (§2). You can sort by "nearest to a station", but some listings are a 30-minute walk or several kilometres by car. Look not only at the station name but at the distance from it.

46% predate 1981. This is the biggest thing to watchOf the 301 listings, 137 (46%) were built on or before 31 May 1981before the current earthquake code. By district it is high in the north at 60%, the east at 49% and Kureha and the west at 48%, and low in Fuchu at 26%. 🔴 Toyama City has a 12.2% probability of intensity 6-lower or above in 30 years (§5). Always budget for a seismic survey and strengthening work separately from the purchase price. The city has a scheme that reduces the fixed asset tax when a house is seismically strengthened (§8).
Elevations open out from 2 metres to 156 metresThe median is 18.1 metres, but the north (Iwase and Mizuhashi) has a median of 4.3 metres and the south (Osawano and Oyama) a median of 86.3 metres. There is a difference of more than 80 metres within the same city. The low side carries water risk, the high side snow and slopes — which you take changes which hazard map you need (§5). You can sort by "lowest elevation first", so for any listing that interests you, check the hazard map by its address.
The city runs its own vacant house bankToyama City has the "Toyama City Vacant House Information Bank", run by the city's Housing Policy Division. It is divided by area into Toyama, Osawano, Oyama, Yatsuo, Fuchu, Yamada and Hosoiri, 7 in all, and the registration numbers run up to 152 (a property in Mizuhashi Kitsunezuka was added on 17 August 2026). And Toyama City also takes part in at home's "National Vacant House Bank" (checked on 20 August 2026). The 25 listings there are shown at the bottom of this chapter——they are separate from the 301 on SUUMO. What is the cheapest house you can buy in Toyama City?

SUUMO lists 301, and all 301 were retrieved. From ¥1,000,000 to ¥51,500,000, with a median of ¥14,800,000, and 100 (33%) are under ¥10,000,000. The median plot is 249 square metres and the median building 125 square metres. 🔴 The median year of construction is 1983, with 137 (46%) built in 1981 or earlier — about half predate the current earthquake code. The city's vacant house information bank is separate, and its registration numbers have reached 152.

CHAPTER 05Is the ground safe?

🔴 The name to remember in Toyama City is the "Kureyama fault zone". It is an active fault running along the west of the built-up area, and the city publishes "Results of the survey of the Kureyama fault zone" itself. At the City Hall site the probability over 30 years is 12.2% for intensity 6-lower or above and 2.7% for 6-upper or above. And there are 6 kinds of hazard mapearthquake, tsunami, flood, landslide, inland water and reservoir — each published by district.

Is this town inside a national earthquake-preparedness zone?

For each major earthquake, national law designates the areas where preparation is to be advanced. Whether a town is designated tells you directly how the national government views the shaking and tsunami expected there.

At the Toyama City Hall site. Surface ground AVS30 184 m/s, a former river channel
This probability is for the single 250-metre grid square the city hall stands in. The Toyama City town hall stands ona former river channel (AVS30 184 m/s), and the 12.2% above is the value at that point. Even within Toyama City, the low ground along the rivers and the terraces differ greatly. When a listing interests you, look it up by its street address.Enter an address on the J-SHIS map and it shows the probability and the ground for that 250-metre mesh.

There are 6 kinds of hazard map. They are all separateToyama City publishes 6: the earthquake disaster prevention map, the tsunami hazard map, the flood hazard map, the landslide hazard map, the inland water hazard map and the reservoir hazard map. There is also a PDF called "Outline of the various hazard maps (summary table)". The earthquake disaster prevention map "consists of a 'shaking map' showing the predicted seismic intensity distribution across the whole city, and a 'local building risk map' showing the rate of total collapse of buildings in each area and the evacuation sites designated by the city". Landslides come in 3 by district, and floods in 3 kinds: a "map", a "map by river" and an "information booklet". Before you buy, check all 6 by address.
The tsunami hazard map was redistributed after the Noto Peninsula earthquakeThe city's tsunami hazard map was produced in March Heisei 31, based on the tsunami simulation Toyama Prefecture published in March Heisei 29. And the city writes: "following the Noto Peninsula earthquake of 1 January Reiwa 6, making appropriate tsunami evacuation behaviour widely known became an issue, and we therefore distributed the 'Toyama City Tsunami Hazard Map' to residents of the areas listed below around August to September Reiwa 6". 13 districts are coveredKuragaki, Yokata, Yahata, Kusajima, Iwase, Hagiura, Toyota, Okuda-kita, Ohirota, Hamakurosaki, Mizuhashi-seibu, Sango and Mizuhashi-chubu. "The north (Iwase and Mizuhashi)" in §2 is almost exactly this range. It is the area with a median elevation of 4.3 metres, and if you are considering it, you must look at the tsunami map. An English version is also available.
Support schemes for earthquake strengthening, and a map for people who do not read with their eyesThe city has the "Toyama City wooden housing seismic strengthening support scheme" and a "reduction of the fixed asset tax on seismic strengthening of a house" (§8). Since 46% of listings were built in 1981 or earlier (§4), these two go into your budget from the start. The city also offers a "hazard map you listen to (the Uni-Voice Blind app)""as well as obtaining disaster risk information for your current location or a place you specify by voice, it displays evacuation sites near your current location for each type of disaster, and has a voice guidance function". You can also receive evacuation orders and notices of evacuation centres opening.

Is the earthquake risk high in Toyama City?

At the City Hall site the probability over 30 years is 12.2% for intensity 6-lower or above and 2.7% for 6-upper or above. It is not designated a promotion area for the Nankai Trough, the Tokyo inland earthquake or the Japan and Chishima Trenches. 🔴 The name to remember is the "Kureyama fault zone", and the city publishes "Results of the survey of the Kureyama fault zone" itself. There are 6 kinds of hazard map: earthquake, tsunami, flood, landslide, inland water and reservoir. The tsunami map was redistributed to 13 districts after the Noto Peninsula earthquake.

CHAPTER 06What summer and winter are like

Toyama's summer days are almost as hot as Tokyo's. The August daily high is 31.4°C (Tokyo 31.3°C), and there are 8.1 days a year above 35°C, more than Tokyo's 4.8. Yet there are 9.3 tropical nights a year, about half Tokyo's 17.8summer here is as hot as Tokyo by day and cooler than Tokyo by night. In winter the January daily low is 0.2°C and there are 37.7 days a year below freezing (Tokyo 15.2), with 253 centimetres of snowfall a year and a normal deepest snow cover of 51 centimetres. And annual precipitation is 2,374 mm, 1.5 times Tokyo's 1,598 mm.

For snow, the annual total snowfall is 253 cm and the normal for the deepest snow cover is 51 cm.

This is a place where snow does not just fall, it settlesAnnual snowfall totals 253 centimetres and the normal deepest snow cover is 51 centimetres. And only 0.5 days a year stay below freezing (days when the maximum stays under 0°C) — the temperature does not sit below zero; this is wet snow that falls and melts, over and over. December's 281.6 mm of precipitation is the highest of the year, followed by January's 259.0 mm. What matters in daily life is clearing snow, the roof and the car. The south (Osawano and Oyama) and Yatsuo in §2 sit 40 to 80 metres higher than the built-up area, so the amount of snow differs even within the same city. See the place in winter if you possibly can.
The cool summer nights are thanks to the landform9.3 tropical nights is on the low side among the urban areas on this site (Tokyo 17.8). The landform — an alluvial fan held between Toyama Bay and the Tateyama mountain range — is doing the work. But there are 8.1 days above 35°C, more than Tokyo, so this is not a "cool city". Hot by day, dropping at night — think of it that way. There are 112.4 days a year above 25°C and 47.1 above 30°C (Tokyo 118.5 and 52.1). The length of summer is much the same as Tokyo's.
How much rain and snow falls shows up in the cost of livingAnnual precipitation of 2,374.2 mm is 1.5 times Tokyo's. Even the driest month, May, has 122.8 mm — not far off Tokyo's May (about 140 mm) — but November 224.8 mm, December 281.6 mm and January 259.0 mm show that in Toyama it falls in winter. That feeds straight into heating, snow clearing and running a car. On the other hand, this water gave rise to the Hokuriku region's first hydroelectric power station and raised the aluminium industry (§1) — the abundance of precipitation is also the foundation of this city's industry.

What are summer and winter like in Toyama City?

🔴 Daytime heat is much the same as Tokyo's. The August daily high is 31.4°C (Tokyo 31.3°C), and there are 8.1 days a year above 35°C, more than Tokyo's 4.8. But there are 9.3 tropical nights a year, about half Tokyo's 17.8 — the nights cool down. In winter the January daily low is 0.2°C and there are 37.7 days a year below freezing (Tokyo 15.2), with 253 cm of snowfall a year and a normal deepest snow cover of 51 cm. Annual precipitation of 2,374 mm is 1.5 times Tokyo's, and the wettest month is December.

CHAPTER 07Shops, hospitals, schools

The number of schools tells you the size of the city. The city's lists give 58 primary schools and 24 lower secondary schools. And from April Reiwa 8, school meals became free in primary schools and the first stage of compulsory education schools. Lower secondary school is ¥6,800 a month (the city pays ¥1,500 of it) and kindergarten ¥4,800 a month (the city pays ¥1,200).

School meals became free in primary schoolIn the city's words — "in order to ease the financial burden on parents of school meal charges, this city has run a school meal charge reduction scheme since Reiwa 4 using a national grant, and will continue it in Reiwa 8 as well". On top of that, from April Reiwa 8Primary schools and the first stage of compulsory education schools: school meals are free.
Lower secondary schools and the second stage of compulsory education schools: ¥6,800 a month (the city pays ¥1,500 of the ¥8,300).
Kindergartens: ¥4,800 a month (the city pays ¥1,200 of the ¥6,000).
The city also writes that "as for the meal charges in Reiwa 9, we will consider revising them in line with future price movements"this is not a permanent scheme but one reviewed every year.
58 primary and 24 lower secondary schools. The reorganisation plan is published tooThe city's "List of primary schools in Toyama City" gives 58 and its "List of lower secondary schools in Toyama City" 24 (counted from the lists on 20 August 2026). A table of school catchment areas is published as well, so once the address of a property is settled you can find out in advance which primary and lower secondary school it belongs to. The city also has a separate page on "school reorganisation". 58 primary schools for a city of 400,027 people and 189,541 households — about 6,900 people per school. Always check before you buy whether the school in the district you like is subject to reorganisation.
The city runs 2 hospitals. The prefectural and university hospitals are in the city tooThe city owns Toyama City Hospital and Toyama Machinaka Hospital. It has drawn up a "Basic plan for the redevelopment of Toyama Machinaka Hospital". The City Hospital publishes a magazine, "Toyama City Hospital Magazine Kiyora", once every 3 months. The city also links from its relocation guide to a search page called "Medical and care information", writing that "you can search for facilities to match your conditions".
Let me be honest. I (the AI) could not find Toyama City's page on "children's medical subsidy" by following the guidance on the official site (checked 20 August 2026). The city's site search is Google Custom Search, and results cannot be obtained mechanically. This does not mean there is no such scheme — please check from the childcare and education top page.

CHAPTER 08What it costs you every year after you buy

Toyama City raised its water and sewerage charges on 1 April Reiwa 8. The basic water charge (2 months, 13/20 mm pipe) went from ¥880 to ¥1,738, and the basic sewerage charge from ¥1,320 to ¥2,448.6. In the city's worked example, the water charge for a 20 mm pipe and 45 cubic metres over 2 months went from ¥5,335 to ¥6,341. The fixed asset tax rate is 1.4%.

The basic charge nearly doubled. Look at this honestlyThe basic water charge went from ¥880 to ¥1,738 and the basic sewerage charge from ¥1,320 to ¥2,448.6 (both per 2 months). Together that is ¥2,200 to ¥4,186.6, so the part you pay whether you use it or not rose by about ¥2,000 every 2 months. Over a year that is an increase of about ¥12,000. On the other hand, the volume charge for 1 to 20 cubic metres came down (water ¥66 to ¥52.8, sewerage ¥66 to ¥35.2). The more water a household uses, the smaller the effect; the less it uses, the larger — that is the shape of this revision. The city gives its reason as "towards safe and secure water and sewerage".
National Health Insurance premium rates (Reiwa 8)Toyama City's premium is made up of 4 parts: "medical", "support for the late-stage elderly scheme", "long-term care (ages 40 to 64)" and "child and childcare support".
Medical = income-based 6.4%, per person ¥25,000, per household ¥17,500
Support for the late-stage elderly scheme = income-based 2.3%, per person ¥8,200, per household ¥7,000
Long-term care = income-based 2.3%, per person ¥9,500, per household ¥6,500
Child and childcare support = income-based 0.31%, per person ¥1,420, per household ¥860
🔴 For members under 18 the per-person amount is reduced by 100% (that cost is added to the per-person amount for those 18 and over, at ¥80). It is a structure that works in favour of households with several children.
The fixed asset tax is 1.4%. There is a reduction for seismic strengtheningThe fixed asset tax rate is 1.4%. The city writes that "the fixed asset tax accounts for about 40% of municipal tax revenue and, together with the residents' tax, is an important source of funding for building a comfortable and liveable city". The tax-exempt thresholds are ¥300,000 for land, ¥200,000 for buildings and ¥1,500,000 for depreciable assets. It is paid in 4 instalments a year (April, July, December and February of the following year). There is a scheme for a "reduction of the fixed asset tax on seismic strengthening of a house". Since 46% of listings were built in 1981 or earlier (§4), if you are buying with strengthening work in mind, check this scheme and the "Toyama City wooden housing seismic strengthening support scheme" first.

CHAPTER 09What happens when you want to sell

Land in Toyama City is rising. Residential land is ¥48,000/m², up 1.3% on the year, commercial land ¥127,300/m², up 1.4%, and all uses ¥71,400/m², up 1.4% (Reiwa 8 published land prices). Toyama Prefecture as a whole is ¥36,700/m² for residential land, up 0.2%, so the city is well above the prefectural average. 🔴 And of the 15 municipalities in the prefecture, only 3 saw residential land rise — with Toyama City rising the most.

MunicipalityAverage residential land priceOn the year
Toyama City¥48,000/m²+1.3%
Funahashi Village¥20,600/m²+1.0%
Imizu City¥30,200/m²+0.1%
Tonami City¥32,700/m²−0.5%
Takaoka City¥31,200/m²−1.1%
Uozu City¥30,400/m²−2.0%
Toyama Prefecture as a whole¥36,700/m²+0.2%
What it means to buy land that is risingAmong the areas this site covers, there are many towns where residential land is falling. Toyama City is on the other side. Residential land +1.3%, commercial land +1.4%, industrial land +2.6%every use is rising. That means it is favourable when you sell, and at the same time that it is not cheap when you buy. The median listing in the centre is ¥20,240,000, and only 3 of the 34 are under ¥10,000,000 (§2). "Toyama because it is cheap" is the wrong frame; "Toyama because the asset holds its value" is the right one — that is how this city is chosen.
The depth of the market is among the highest on this siteAgainst 301 listings there are 400,027 people, so 1 house is for sale for every 1,329 people. On top of that there is the city's own vacant house information bank, whose registration numbers have reached 152 (§4). Plenty of choice when you buy means plenty of competition when you sell. Medians run from ¥10,990,000 (the north) to ¥20,240,000 (the centre) depending on the district, so think in terms of "the going rate in that district", not "the going rate in Toyama City".
Three things that matter when you sell1. Distance from a station and from the tram — the city has designated "residential promotion districts" (the districts eligible for the town-centre and public-transport-corridor housing subsidies), and anyone moving into them receives a subsidy towards a tram pass (§14). The city itself shows on a map where it wants people to live. 2. Year of construction46% were built in 1981 or earlier (§4). Left as it is, a pre-code house narrows the field of buyers. 3. Hazardsthe north has a median elevation of 4.3 metres (§2). Flood, tsunami and inland-water risk shows up in the price when you sell, too.

400,027 people, 189,541 households (Basic Resident Register, end of July Reiwa 8). Male 195,526, female 204,501, and 2.11 people per household. 🔴 Of these, 10,932 (2.73%) are foreign residentson the high side among the areas on this site. In the Reiwa 2 Census there were 413,938 people and 171,917 households, so in about 6 years the population fell by 13,911 while households rose by 17,624fewer people, more households, which is to say households are getting smaller.

End of July Reiwa 8: 400,027 people, 189,541 households (2.11 per household)
The population fell 3.4% in 6 years while the number of households rose 10.3%. This is happening everywhere in Japan, but for housing demand it is "households increasing" that counts. The depth of the market — 301 listings and a vacant house bank up to number 152 (§4) — is the other side of the same movement.
Foreign residents make up 2.7%, on the high side for this site10,932 people are foreign residents (end of July Reiwa 8, Basic Resident Register). The city has a "For foreign residents" contact page and makes its official site readable in English, Chinese (simplified and traditional), Korean, Portuguese, Vietnamese and Russian. The tsunami hazard map has an English version too (§5). Its sister and friendship cities are 4: in Brazil, China, the United States and Australia (§1). That the city is built on the assumption that people from abroad live here means something when you are thinking of moving.
The city publishes its data every monthThe city updates the population around the 10th of each month and publishes 5 sets in Excel: "population movements", "table of population and household change", "population and households by town and block", "population by age and sex" and "population by district, age and sex". Because it goes down to town, block and district, you can check for yourself, before you buy, how the population of a district you like has moved over the past 10 years. Not every city lets you do that.

CHAPTER 11Community life and the year's events

The best-known event in Toyama is the Etchu Yatsuo Owara Kaze-no-Bon. It is held every year from 1 to 3 September in the town of Yatsuo (the Yatsuo and Fukushima districts). In the city's words — "thousands of paper lanterns are lit in the town on the slope, and to the sound of shamisen and kokyu people sing and dance gracefully. 'Owara' has more than 300 years of history. Its songs and dances are rich in feeling and full of grace, holding an elegant beauty within their melancholy".

Etchu Yatsuo Owara Kaze-no-Bon (1 to 3 September)In the city's words — "thousands of paper lanterns stand in rows along streets that keep the look of the past, with lattice-fronted houses and storehouses, and as melancholy songs ring out to the sound of shamisen, kokyu and drum, dignified dancers, men and women, move through the town on the slope, a wave of woven hats passing by". On the 1st and 2nd it runs from 17:00 to 23:00, and on the 3rd from 19:00 to 23:00 (suspended in rain). To get there, take the JR Takayama Main Line from Toyama Station to Etchu-Yatsuo Station, 25 to 30 minutes, or a Chiho Railway bus, 50 to 60 minutes. Vehicles are barred from the site and you move on foot only. To live in Yatsuo is to be part of these 3 days (§2).
Glass, traditional medicine and sushiWhat the city puts forward as "the pride of Toyama" includes the Etchu Yatsuo Owara Kaze-no-Bon, glass art, information on Toyama's traditional medicine, and the Tateyama Kurobe Geopark. For glass art the city points to 3 places: the Toyama Institute of Glass Art, the Toyama Glass Studio and the Toyama Glass Art Museum. And there is "Toyama, the city of sushi" — the city's official sushi promotion, whose main line is "Masu masu, kitokito". The city writes: "in Toyama we have a dialect word, 'kitokito'. It means fresh, lively". The sub-line is "Masu-zushi is a pressed sushi that has been recommended for more than a hundred years."
The district centre is your everyday counterToyama City has a three-layer set of counters: district centres, core district centres and administrative service centres (the list of places to apply for the Odekake pass in §3 is exactly this list). Each of the 7 municipalities that existed before the merger has its own administrative service centre. They are open from 8:30 to 17:15 (except Saturdays, Sundays and public holidays). The Citizens' Service Corner at the Toyama Citizens' Exchange Hall (3rd floor of the CiC building) is open from 10:00 to 19:30you can do your paperwork in front of Toyama Station on a weekday evening.

What events and nature does Toyama City have?

🔴 The Etchu Yatsuo Owara Kaze-no-Bon is held every year from 1 to 3 September in the town of Yatsuo. The city's words are "thousands of paper lanterns are lit in the town on the slope, and to the sound of shamisen and kokyu people sing and dance gracefully. 'Owara' has more than 300 years of history". Other things the city puts forward as "the pride of Toyama" are glass art (the Toyama Institute of Glass Art, the Toyama Glass Studio and the Toyama Glass Art Museum), Toyama's traditional medicine, and the Tateyama Kurobe Geopark. The city also officially promotes "Toyama, the city of sushi".

CHAPTER 12Things nearby that move land prices

Residential land in Toyama City is ¥48,000/m², up 1.3% (§9). Here is what is pushing it up and what is pushing it down, in order.

1. The Hokuriku Shinkansen (pushing up)2 hours 10 minutes to Tokyo with no changes, and 31 trains a day towards Tokyo (§3). Kanazawa is 23 minutes away, with 54 trains a day towards Kanazawa and Tsuruga. Since it opened in Heisei 27, the city itself writes that "the interchange function of Toyama Station was greatly strengthened". The fact that Toyama City rose the most of the 3 municipalities in the prefecture where residential land rose comes down to this line.
2. The compact city and the tram (pushing up)The city has mapped out "residential promotion districts" (the districts eligible for the town-centre and public-transport-corridor housing subsidies) and subsidises the cost of a tram commuter pass for anyone who moves there and works (§14). Together with the LRT network about 15 km long (§1), it is designed so that the closer you live to a station or tram stop, the better off you are. 🔴 This feeds straight into land prices, because the city shows on a map where it wants people to live and backs it with money. When you look at a property, check whether its address falls inside a residential promotion district.
3. Population decline, snow, and the water and sewerage increase (pushing down, or weighing on you)The population fell by 13,911 in 6 years (§10). 253 centimetres of snowfall a year and 37.7 days below freezing (§6) become a yearly cost in the form of snow clearing and heating. And there is the water and sewerage increase of April Reiwa 8the basic charge you pay whether you use it or not rose by about ¥2,000 every 2 months (§8). That residential land is still holding at +1.3% in spite of this is because 1 and 2 are working. The balance between them is the level of ¥48,000/m².

What decides land prices in Toyama City?

1. The Hokuriku Shinkansen — 2 hours 10 minutes to Tokyo with no changes, 31 trains a day towards Tokyo. 2. The compact city and the tram — the city maps out "residential promotion districts" and subsidises the cost of a tram commuter pass for anyone who moves there and works. 3. On the other side are population decline (down 13,911 in 6 years), 253 cm of snow a year, and the water and sewerage increase of April Reiwa 8. The balance between them is the level of ¥48,000/m² for residential land (+1.3%).

What does Toyama City earn its living from?

The city describes itself as "Toyama of medicine" — pharmaceuticals were encouraged in the Toyama domain in the Edo period, and the Etchu medicine trade spread across Japan. In the city's words, "many of the industries that have taken root in Toyama, such as aluminium and glass, have their roots in the medicine business". From the Meiji era it grew as a city of industry built on the Hokuriku region's first hydroelectric power station. Hometown tax donations received came to ¥336,930,000 from 10,299 donations, 781st in Japan and 4th within Toyama Prefecture.

CHAPTER 14A message from Toyama City

This chapter sets out, as they stand, the things Toyama City writes in its own words. For people considering a move the city provides a dedicated portal site, a dedicated LINE account, relocation guidebooks (a city-wide edition and a hill-and-mountain-area edition) and an introductory video.

"Toyama City: the best seat in the house for looking up at Mt. Tate"This is the city's catchphrase. In the city's words — "the Tateyama mountain range has long been revered as mountains where the gods dwell. Its magnificent form, rising to 3,000 metres, spreads out behind the built-up area as a view that truly deserves to be looked up at". And — "the magnificent, solemn Tateyama range. A clear sea and abundant water. Toyama is a city where beautiful nature colours a very special 'best seat'. Through its comprehensive welfare policies and its art and culture too, Toyama City aims to be a comfortable 'best seat' from which residents can look up at a happy future".
"AMAZING TOYAMA" — in the ordinary everydayThe other phrase is "AMAZING TOYAMA". The city explains: "a keyword for fostering civic pride in Toyama City. It carries the wish that residents will notice that it is precisely in the everyday they take for granted that 'amazing' moments are to be found". "The frame-shaped logo design is a device, and a symbol, with which each person can frame and discover their own 'AMAZING TOYAMA'." 🔴 That it is addressed not to visitors but to the people already living here is very much this city.
The relocation grant — ¥600,000 for a single person, ¥1,000,000 for a household, ¥1,000,000 per child under 18The Toyama City relocation grant is a joint scheme of Toyama Prefecture and all its municipalities, and covers those who move from the Tokyo area to Toyama City and take a job, start a business or similar.
The amount = ¥600,000 for a single person / ¥1,000,000 for a household. If you move bringing household members under 18, ¥1,000,000 is added for each (under 18 as of 1 April of the fiscal year in which you apply).
🔴 The repayment conditions are set out plainly tooif you move out of Toyama Prefecture less than 3 years after the date of application you repay it all; between 3 and 5 years you repay half. The application period is within 1 year of the date you move in, and the city asks that you "consult the Planning and Coordination Section in advance by 31 October".
The tram commuter pass is subsidisedThe Toyama City relocation promotion and publicity subsidy — in the city's words, "for those who move from outside Toyama Prefecture into one of Toyama City's 'residential promotion districts' and are willing to help with the relocation promotion and publicity work the city carries out, we subsidise the cost of a tram pass". The amount is the purchase price of the pass (1-month, 3-month or 6-month), up to twice per person. The conditions are 1. moving from outside the prefecture into a residential promotion district on or after 1 April Reiwa 7 and taking a job or starting a business in the city, 2. obtaining a Toyama Chiho Railway "tramway commuter pass", and 3. helping with the city's relocation promotion and publicity work (appearing in "voices of earlier movers", posting on social media, or speaking about your experience at a relocation event). It is a scheme in which the city backs "a life commuting by tram" with money.

What support is there if I move to Toyama City?

🔴 The Toyama City relocation grant is ¥600,000 for a single person and ¥1,000,000 for a household. On top of that, ¥1,000,000 is added for each household member under 18 you bring with you (for those who move from the Tokyo area and take a job or start a business). 🔴 And what is particular to this city is the "Toyama City relocation promotion and publicity subsidy"it subsidises the cost of a tram commuter pass for anyone who moves from outside the prefecture into a "residential promotion district" and works in the city (up to twice per person). The city also provides a dedicated relocation portal site and LINE account.

CHAPTER 15A year in Toyama

Temperature and precipitation are the normals from the Japan Meteorological Agency's Toyama Local Meteorological Observatory (the 30-year average for 1991–2020), and only events the city officially publicises are listed. The year in this place turns on how much falls from the sky, from 281.6 mm in December to 122.8 mm in May.

SeasonTemperature (daily high / daily low)RainfallAbout this season
Winter
December–February
month 1 6.3°C / 0.2°Cmonth 12281.6mm
month 1 259.0mm
253 cm of snowfall a year, normal deepest snow cover 51 cm. 37.7 days a year below freezing (Tokyo 15.2). Only 0.5 days a year stay below freezing, so this is wet snow that falls and melts
Spring
March–May
month 4 17.6°C / 7.4°CMay 122.8 mm
(the least in the year)
The snow melts, and this is the driest season of the year. The Kureha pears come into flower (§2)
Summer
June–August
month 8 31.4°C / 23.2°Cmonth 7 245.6mm
month 8 207.0mm
As hot as Tokyo by day (Tokyo 31.3°C) and cooler than Tokyo by night (9.3 tropical nights, Tokyo 17.8). 8.1 days a year above 35°C
Autumn
September–November
month 10 21.6°C / 13.1°Cmonth 9 218.1mm
month 11 224.8mm
1 to 3 September is the Etchu Yatsuo Owara Kaze-no-Bon (§11). From November the rain increases and winter comes on

Annual precipitation is 2,374.2 mm, 1.5 times Tokyo's (1,598.2 mm). And the wettest month is December (281.6 mm)the season it falls in is different from "Tokyo, where it falls in summer". This is the one point that tells after you move.

Sources: temperature and precipitation are the same as §6 (normals from the Japan Meteorological Agency's Toyama Local Meteorological Observatory, the 30-year average for 1991–2020; the Tokyo comparison figures are from the same source) / the Owara Kaze-no-Bon is the same as §11 / checked 2026-08-20

The information on this site is gathered by an AI that visits primary sources — municipalities, the Japan Meteorological Agency, national statistics — on a regular cycle, and it is updated with a source and a date of verification attached.

CHAPTER 16The people who run this city

When you are thinking of moving, who is running this city now, and where they are trying to take it, is something a future resident probably wants to know more than a current one. This chapter lists, with sources, only what Toyama City itself publishes. 🔴 As of 22 August 2026, following the official website, I (the AI) was able to find 5 of the 6 below. The mayor of Toyama City is Fujii Hirohisa (confirmed on Toyama City's own page).

Who runs Toyama City now?

The mayor of Toyama City is Fujii Hirohisa (confirmed on Toyama City's own page on 22 August 2026). What this site looks at is the introduction of the head of the municipality, the policy address, the list of council members, the broadcast of council meetings, the minutes search and the comprehensive plan — 6 things. 🔴 We make no judgment of good or bad. Only whether it is published or not.

CHAPTER 17Where to go on a day off

What never shows up in the house-hunting figures, yet feeds straight into how satisfied you are once you live there, is your days off. This chapter counts, on the same yardstick across every area, where you can go on a day off in Toyama and where family or friends can stay when they visit. This is a town that has Chubu-Sangaku National Park. This area currently has 24 hot spring and day bathing facilities, 2 amusement parks, zoos and aquariums, and 1 roadside station. 🔴 All the counts are the number registered in the map data (OpenStreetMap) — in reality there may be more.

This table is the result of me (an AI) putting the same question to the map data for every area (areas are retrieved in batches, so the verification date on some pages is a day apart). Facilities not registered on the map are not counted. "Not found" does not mean "there are none" — nor that the town is any the lesser for it.

Are there places to go on a day off, and places to stay?

This is a town that has Chubu-Sangaku National Park. Counting from the map data (OpenStreetMap) and the lists of the Japan RV Association and the Ministry of Land, Infrastructure, Transport and Tourism, there are 24 hot spring and day bathing facilities, 2 amusement parks, zoos and aquariums, 1 roadside station and 40 hotels and inns. Facilities not on the map are not counted, so in reality there may be more (see §17 for details).

What I (an AI) was able to find on this town's official site

This site reads the official websites of every area it covers against the same 30 items, out of 100, measuring how quickly someone thinking of moving can reach the information they need. What was measured is the official website of Toyama City, and the total was 51 points (measured 20 August 2026).

"Not found" does not mean "there is none." It means I followed the official site and could not find it. Tell us the published page and the next measurement will reflect it.
