But there has not been one since 2012. The Japan Meteorological Agency writes that “activity was vigorous until 1998, after which it became somewhat subdued” and that “no earthquake swarm activity has occurred since 2012”. In other words, anyone who came to know Ito after 2012 has not yet experienced this phenomenon. Going further back, swarms also occurred in 1816–17 (near Kawana), in 1870 (lasting 2 to 3 months) and in 1930 (more than 3,600 felt earthquakes, with the coast uplifted by up to about 10 cm).

13 July 1989 — a submarine eruption off Ito Port

Ito’s eruption alert levels skip 2 and 3

The Higashi-Izu volcano group has no fixed cone and no fixed crater. Only 3 of Japan’s active volcanoes are classified as “monogenetic volcano groups”: Higashi-Izu, Abu (Yamaguchi) and Fukue (Nagasaki). Ito City’s material puts it this way: “because the Higashi-Izu volcano group has no crater and no cone until an eruption occurs, levels 2 and 3 are not issued as the eruption alert level rises”; “the eruption site cannot be predicted in advance, so level 4 (evacuation of older people and others) or level 5 (evacuation) may be issued straight away”; “the area in which a crater may open is wide — an eruption could occur directly beneath the built-up area”. The current eruption alert level is 1 (be aware that this is an active volcano). Since the announcement of 31 March Heisei 23 it has been stated that “volcanic activity remains as quiet as before, and no signs of an eruption are seen”. Ito City is also the area covered by the “information on the outlook for seismic activity in eastern Izu”, which is operated nowhere else in Japan. It is a system that predicts and announces the number of earthquakes, the highest shindo and the duration of the activity from the volume of magma intrusion, and it has been in operation since March Heisei 23.

The evacuation simulation is the heaviest set of figures in this plan. If everyone left by private car at level 5, the time to complete the evacuation would be 32 hr 20 min for Kusumi to Numazu City, 29 hr 38 min for Oka to Fuji City and 28 hr 51 min for Matsubara to Nagaizumi Town. Level 5 is expected to last about 48 hours.

The probabilities are given alongside. The city’s material states that “assuming 100 earthquake swarms occur, about 5 would reach level 4 and about 2 to 3 would reach level 5 or an eruption, so about 95% are expected to subside without an evacuation”.

And — Yawatano, Ike, Akazawa and Totari are not among those 11 districts (Futo only in part). Within the same city, the south side of Izu-Kogen starts from different premises. Winter is mild, and snow falls but does not lie. The January low is 3.9°C, 2.7°C above Tokyo. There are 7.5 days of snow a year, but the deepest snow cover is 0 cm. In summer the August low is 23.8°C, much the same as Tokyo — by the sea, the nights do not cool. Annual rainfall is 2,012.7 mm, more than Tokyo, and annual sunshine 1,826.7 hours.

But these are the figures for a coastal point at 67 m. The holiday-home land in Izu-Kogen sits around 300 m, so in practice it is cooler than this, and colder in winter.

Is winter in Ito mild?

There is no Japan Meteorological Agency observation point in the city, so these are the figures for Ajiro, the nearest (Atami City, elevation 66.9 m): a January daily low of 3.9°C and daily high of 10.7°C — a milder winter than Tokyo (1.2°C). In August the high is 30.2°C and the low 23.8°C.

Hospitals — there is only 1 in the city

Schools — mergers and closures are under way

Primary schools	7 schools. In Reiwa 3 Kawana Primary was merged into Minami Primary, and in Reiwa 5 Higashi, Nishi and Asahi Primary were merged to create Ito Primary (9 schools → 7)
Lower-secondary schools	5 schools. Kita Lower Secondary is to be reorganised by the end of FY Reiwa 8 (pupil numbers went from 584 in FY Showa 62 to 109 in FY Reiwa 6). For the Usami district, a combined primary and lower secondary school is under consideration for April Reiwa 12
Upper secondary	Just the one, Izu-Ito Prefectural High School (Yoshida; general and business management courses). There are no private upper secondary schools

Is shopping in Ito inconvenient?

There are 2 supermarkets open 24 hours (MaxValu Ito Hirono and MaxValu Express Yoshida). But Usami has just the one shop, Super Nagaya Usami Sakurada, with no MaxValu and no DIY store.

CHAPTER 08What it costs you every year after you buy

Ito City has no “holiday-home ownership tax”. Neighbouring Atami City levies a holiday-home ownership tax of ¥650 a year per square metre of total floor area, but in Ito City’s “outline of city taxes” (FY Reiwa 7 edition) the column for non-statutory ordinary taxes is blank — not a single tax is listed. The city’s taxes are only municipal inhabitant tax, fixed asset tax, light vehicle tax, municipal tobacco tax, city planning tax, bathing tax and national health insurance tax. If you are thinking of a second base or holiday use, this is a clear difference from Atami. Water and sewerage

Water	The basic charge for a 13 to 20 mm meter is ¥2,074.6 (2 months, up to 20 m³). The volume charge is ¥146.3 per m³ from 21 to 60 m³. The most recent change was the consumption tax revision of April Heisei 26, and no rise since then could be confirmed. The city’s management strategy does, however, state that “new sources of revenue, including a rise in charges, will be needed”

The sewer reaches just under 4 in 10 of the city. Wastewater treatment as a whole covers 63.1%, and the sewer network within that is 38.4% — less than half the national average of 81.8%. The rest is treated by septic tanks. Before you buy, always check whether the property can be connected to the sewer, and if it is on a septic tank, what the installation and upkeep cost. If you buy a resort flat, always check the repair reserve fund. Shizuoka Prefecture’s plan for promoting proper management of blocks of flats puts it this way: “Shizuoka Prefecture … has areas holding many so-called resort blocks used mainly as holiday homes, and in these blocks shortfalls in the repair reserve caused by empty units, and a shortage of people to serve as management association officers and an increase in units whose owners cannot be traced as the owners age and stop living there, are expected to advance further than elsewhere”; “among older blocks in particular there are blocks with nobody living in them at all (so-called derelict blocks), and if left they carry a risk of collapse”. In the prefecture’s survey, about half of the blocks built before the old earthquake code was superseded have a long-term repair plan. SUUMO lists 300 second-hand detached houses in Ito, and the vacant-home bank 5. Against a population of 62,914 that is 1 for every 206 people — a market where you can take your pick when buying and face plenty of competition when selling. On top of that, land in Ito is still falling: the Reiwa 8 published prices put residential land at −0.1% and commercial land at −0.4%.
