In response, Kyoto Prefecture and Maizuru City set up the “Council for Comprehensive Flood Control Measures in the Basin of the Class-2 Takano River”, which published its conclusions in March of Heisei 29. The immediate aim is “to eliminate flood damage from rainfall of about the scale of Typhoon 23 of Heisei 16 (roughly once in 10 years)”.
